- Graduation from an accredited college or university with a bachelor's degree in public or business administration, human resources, or a related field; and
- Considerable experience in recruitment and testing, employee relations, or performance management; and
- Some experience in any of the multiple human resource disciplines, including those listed above, compensation practices, organizational development, safety, wellness, benefits, and federal and state respective employment laws.
- Current PHR, SHRM-CP, SPHR, SHRM-SCP certification preferred or ability to obtain the same within 12 months of employment.
- Candidates for positions in this class must pass a post-employment offer physical examination and drug screen.
- Possession of a valid Iowa driver's license or evidence of equivalent mobility.
- Provides HR policy guidance and interpretation.
- Provides guidance on employee relations issues.

- Promotes and champions employee health and safety practices consistent with safety manual and policies and wellness activities and initiatives.
- Provides day-to-day performance management guidance to supervisors and managers.
- Manages recruitment and selection of employees for assigned departments, including: writes job advertisements/postings; identifies appropriate civil service process, if any; evaluates and scores applications; assembles civil service lists, conducts background checks, prepares and presents offers of employment, conducts orientation with new and promoted employees.
- Performs job analysis and evaluation, including field observations of employees and supervisors to determine the essential functions and duties of City positions and uses job analysis to develop and/or modify job specifications and development of exams.
- Maintains classification system by conducting classification and compensation studies to determine and recommend class and salary grade.
- Responds and participates in unemployment claims and hearings.
- Provides basic technical support on worker's compensation, evaluations, promotions, terminations and performance and disciplinary issues; employee counseling, EAP referrals and career opportunities.
- Administers FMLA for assigned Departments.
- Trains new and current staff on Departmental tasks.
- Keeps immediate supervisor and others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
- Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas.
- Responds to citizens' questions and comments in a courteous and timely manner.
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
- Develops and recommends employee related policies.
- Performs other directly related duties consistent with the role and function of the classification.
