Position Responsibilities -Policy Development & Implementation:
Researches, analyzes, formulates, revises, and implements policies, procedures, and administrative rules for assigned human services program areas (e.g., Ohio DCY Early Care and Education Program)
Bases policy decisions on federal acts, litigation, task force recommendations, administrative decisions, and legislative analysis
Establishes state minimum standards of practice for programs such as: Early Care and Education licensing and certification, Step Up To Quality (SUTQ), Publicly funded child-care day camps
Training & Technical Assistance:
Develops and delivers training and technical assistance to: county agencies, DCY employees, clients and community organizations, public and private agencies
Serves as point of contact for county agencies regarding early care and education programs
Facilitates training via video conferences, webinars, web-based platforms, email, phone, and in-person sessions
Monitoring & Evaluation:
Evaluates County Department of Job and Family Services operations for compliance with: State and federal regulations, State hearing decisions, Quality assurance findings, Reporting requirements
Monitors assigned email boxes and responds to inquiries
Coordinates with internal teams to ensure consistency in policy and technical assistance
Reviews and requests corrective action plans
Oversees updates to early care and education websites
Disseminates information to stakeholders, agencies, staff, and advocates
General Duties:
Attends staff meetings, trainings, conferences, and public forums
Promotes early care and education programs at special events
Conducts statistical analysis and prepares reports and research documents
Maintains logs, records, and files
Operates personal computer for correspondence and documentation
Travel Requirements:
Frequent travel required, including overnight stays
Must provide own transportation or possess a valid driver’s license to operate a state vehicle
Pay Information:Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years.
