DescriptionThe duty station for this position is in King County, therefore the incumbent will receive 5% premium pay in addition to the salary listed.
The Opportunity:The Washington State Criminal Justice Training Commission (WSCJTC) is recruiting for a Facilities Operations Manager to lead daily operations and facilities management of eight buildings across our 36 acre headquarters campus in Burien and provide oversight to ensure standards are met at regional campuses across the state. This leadership position oversees custodial services, building and grounds maintenance, hazardous waste management, energy conservation, and safety systems (including HVAC, plumbing, fire alarms, and elevators). This position leads a dedicated team of custodial and maintenance staff and works closely with vendors and contracted partners.   • Apply strategic management principles to plan and manage projects involving outside vendors and other diverse organizations of technical professionals.
  • Support a diverse group of professionals by demonstrating effective leadership and modeling a strong work ethic, respectful communication, and high-quality service. This includes interviewing, selecting, training, assigning work, motivating, supervising, and evaluating subordinates' work performance.
  • Serve as a mentor and trainer to peers and serve as back-up to the Facilities and Capital Projects Manager when necessary.
  • Draft and review policies and procedures (with the Facilities and Capital Project Managers' oversight) which have a critical impact on the safety and security of the facility.
  • Support state-wide efforts to resource and provide contracted training areas for government agencies to provide cost effective training venues.
  • Aide in the oversight of contracted food service operations, land lease contracts to ensure proper code compliance and profit-sharing funds are received, and other contracted services as directed by the Facilities and Capital Projects Manager.
  • Ensure compliance with applicable Federal, state, and local city codes and regulations.
  • Ensure all guidelines set forth by the executive orders establishing sustainability and- efficiency goals for state operations.
  • Ensure all new construction meets industry standards and HJA code compliance.
  • Aide the Facilities and Capital Projects Manager in interagency agreements with county, state, and federal agencies.
  • Serve as Facility Unit lead/point of contact in the absence of the Facilities and Capital Projects Manager for agency sanctioned emergency response planning and operations.
  • Oversee and regularly report on the status and proper delegation of agency tool, key, and chemical control policies; fleet management; construction; custodial; maintenance; and other areas of facilities operations management as determined by the immediate supervisor. Make recommendations and aide in the writing of proposals regarding expenditure of funds on approved capital projects, personnel management costs, multi-million-dollar contracts, preparation, and execution of contracts with state and outside vendors related to physical plants and services.
  • Develop and manage agency capital projects with the budget established. This includes planning, designing, estimating, organizing, administrating, and inspecting major and minor capital building, remodeling, and repair projects.
  • Maintain accurate fiscal records and prepare fiscal budget requests and other reports as required.
  • Plans, organizes, and directs maintenance work including custodial services, building maintenance, environmental and hazardous and other waste management and recycling, energy conservation, grounds maintenance, HVAC system management, electrical, plumbing, fire and security alarms, vehicle fleet management and elevator system management. Serve as the Facilities Unit Liaison on the Agency Safety Committee bringing recommendations of the committee to Executive Staff.
QualificationsRequired Qualifications/Experience:
  • Bachelor's degree in construction management, Project Management, or a related field (experience may substitute year for year for education)
  • Ten (10) years of progressively responsible senior level management experience (or equivalent level of practical experience) managing plant, fleet, capital projects, maintenance, and/or construction.
  • At least five (5) years of supervisory experience in positions requiring flexibility and availability for emergent needs.
  • Valid, unrestricted Washington State driver's license.
  • Exceptional understanding and skills in project planning and development, systems planning, change management, and general management experience.
  • Experience with risk management, safety protocol and in the planning, delivery, maintenance and operations of facilities, infrastructure and grounds.
  • Ability to manage multiple complex projects with varying scope and multiple stages of completion.
  • Effective organizational, prioritization and multitasking skills as required.
  • Flexibility and capability to adapt to changing priorities and schedules.
  • High-level experience in the administration of a complex organization including planning, organizing, and directing a diverse workforce.
  • Knowledge of and familiarity with all phases of capital construction projects including engineering and architectural overview, development of specifications, budgeting, permitting, bidding, and project management experience.
  • Excellent speaking, writing, and interpersonal skills with deep understanding of organizational dynamics.
  • Ability to understand immediate and executive management goals and objectives and be able to clearly articulate these to a broad range of audiences on a wide range of projects, facilities, and safety issues.
  • Demonstrated ability to conceptualize broad institutional goals and systematically analyze complex issues and data.
  • Knowledge of or an ability to quickly gain references related to current federal, state, and local laws and regulations related to the scope of duties tied to this position
Preferred/Desired Qualifications:
  • At least ten (10) years of management experience in roles as compliance liaison with agencies such as Labor and Industry, OSHA, WISHA, EPA, Department of Ecology, etc.
  • At least five (5) years of budget management experience including:
  • Knowledge and professional experience ensuring facilities' compliance with the Americans with Disabilities Act the Sheppard Act.
  • Working knowledge of environmental and energy conservation techniques, and waste/hazardous waste/recycle techniques.
