Job Description: JBW Federal is seeking an IO-Intel Cyber Instructor/Developer with cyber related knowledge and Qualifications to support the 39th Information Operations Squadron (39 IOS) from Joint Base San Antonio, TX.Duties and Responsibilities:
  • The IO-Intel Cyber Instructor/Developer You will leverage their knowledge and Qualifications relating to military planning and assessment at the Tactical, Operational and Strategic level. This understanding You will be applied to staffing of deception activities and Military Information Support Operations (MISO) plans. Field experience in Public Affairs, Strategic Communications as well as a general understanding of signature movement desired. Strong familiarity with common processes utilized by the Air component desired.
  • Augment and support the government and the 39 IOS in accomplishing its training mission and mission support tasks.
  • Comprehend the 39 IOS mission, the cyber training ranges and Weapon Systems associated with the training requirements.
  • Augment and support mission operations in the areas of course development, research, analysis, curriculum development, curriculum instruction, and curriculum evaluation in unclassified and classified environments.
  • Plan, contribute to, research, and analyze Joint and service-specific training documents IAW government approved directions, guidance, and timeline milestones.
  • Plan, contribute to, research, and analyze Joint and service-specific operations, activities and plans for IW. This includes but is not limited to current and future organizations, teams, plans, operations, systems, and actions involved with CO and IW operations.
  • Plan, design, develop, integrate, modify, update, and instruct required Special Access Program/Special Access Required (SAP/SAR) material to perform certain functions and technologies for integration into the curriculum and into mission systems where applicable.
  • Plan, contribute to, research, and analyze Joint and service-specific Tactics, Techniques and Procedures (TTP) and threats.
  • Plan, contribute to, research, and analyze Operations in the Information Environment, Information in Joint Operations, and Information in Air Force Operations that ensures training systems are kept up to date with the current environments and learning objectives for each course requiring integration into the curriculum and into mission systems where applicable.
  • Analyze and review feedback from internal and external sources with military and Government staff to ensure currency, consistency, and quality of course material that ensures training systems are kept up to date with the current environments and learning objectives for each course requiring integration into the curriculum and into mission systems where applicable.
  • Observe and participate in exercises both internal and external and document the most up-to-date, unique processes and lessons learned that ensures training systems are kept up to date with the current environments and learning objectives for each course requiring integration into the curriculum and into mission systems where applicable.
  • Survey current and post graduate IW team members in order to fill information gaps and obtain recent real-world examples for inclusion in curricula that ensures training systems are kept up to date with the current environments and learning objectives for each course requiring integration into the curriculum and into mission systems where applicable.
  • Augment and support the Government in course planning and development, including, but not limited to, all formal training courses, lessons, and related courseware material.
  • Develop curriculum IAW applicable MTTL and TTL requirements as well as audit and edit all developed courseware for accuracy, completeness, flow, balance, and clarity of understanding, IAW 39 IOS SOPs/Instructions/OIs, ACC Instructions, and Joint Directives.
  • Provide associated documentation for design, development, revision, and administration of FTU training.
  • Utilize the ISD, ADDIE Model, along with Bloom's taxonomy level of learning and/or the Substitution, Augmentation, Modification, Redefinition (SAMR) Model for all course development. You will utilize future competency modeling methods as learning levels and proficiencies are changed by the DAF.
  • Assist in the development of Training Systems Requirements Analysis to include Mission/Task Analysis (MTA), Training Requirements Analysis (TRA), Objective Media Analysis (OMA), and Training Systems Basis Analysis (TSBA).
  • Provide instructional strategies, methods, media analysis, objective analysis media and a syllabus/course map.
  • Assist in the analysis of all tasks performed in the operation and maintenance of course materials; and assist in producing a MTTL for each mission area.
  • Analyze Task Analysis Worksheets to ensure training requirements are derived by identifying Training Task Lists (TTL) and Knowledge, Qualifications, and Abilities (KSA) needed to perform each task and comparing the entry level of learning to the required Bloom's taxonomy level of learning. You will utilize future competency modeling methods as learning levels and proficiencies are changed by the DAF.
  • Work with colleges/universities, institutions, industry, or Government agencies (i.e. Government, DoD, Joint, USAF, industry, academia, or foreign government) to identify and implement new information applicable to specific courses (or lessons).
  • Review all guidance, technical documents, and manuals to ensure they effectively enable Government personnel to utilize training systems in instruction.
  • Assess and analyze training needs through surveys, interviews with staff members, student feedback, training needs analysis, customer site visits, and training planning team direction, and recommend changes to improve existing curriculum.
  • Work with internal and external SMEs to incorporate new material developed by SMEs into current or new courseware.
  • Utilize ADDIE for development of new training programs and curriculum updates and assist in the Spiral Development Cycle (SDC).
  • Audit feedback from internal and external sources with military and Government staff to ensure currency, consistency, and quality of course material.
  • Audit and analyze student test administration policies and procedures to ensure compliance with 39 IOS SOPs/Instructions/OIs, ACC Instructions, and Joint Directives.
  • Review, coordinate, and prepare responses for internal and external directives and documents pertaining to training.
  • Operate an application-based Learning Management System (LMS) Authoring Manager to build and deploy questions. (e.g., Moodle, Question Mark®)
  • Operate LMS Perception Manager to include scheduling tests, retrieving, and analyzing test and critique metrics, building classes and student rosters and grading student tests. (e.g., Moodle, Question Mark®)
  • Provide objective training evaluation IAW unit evaluation guidance of student instructors and must successfully complete unit training to become a certified evaluator.
  • Perform curriculum quality assurance audits on all 39 IOS managed lessons per direction from the COR/Alternate COR.
  • Assist in authoring cognitive and performance objectives and test questions.
  • Review curriculum for grammar, format, and classification IAW established 39 IOS SOPs/Instructions/OIs, ACC Instructions, and Joint Directives.
  • Provide courseware documentation support for courseware developers.
  • Update the Master Course File courseware documents, illustrations, and handouts as part of the SDC unique to each course.
  • Provide user/test administration and critique creation and management within the test and critique management software. (e.g. Moodle, Question Mark®)
  • Provide test proctoring for staff and students.
  • Assess and update student evaluation performance results IAW 39 IOS SOPs/Instructions/OIs, ACC Instructions, and Joint Directives.
  • Develop and manage student graduate assessment surveys.
  • Assess, analyze, and report on student academic and performance test.
  • Plan, design, and develop e-learning products, including objectives, storyboards, web-based aids, video instruction or performance support systems for inclusion into a learning management system.
  • Assist in the creation of mission simulator virtual environments for use in training missions, mission scenarios, and mission evaluation tests or demonstrations.
  • Validate course schedules (Daily, Weekly, Monthly, Annual) for completeness and instruction assignment.
  • Provide all lesson material in both soft and hard copies.
  • Assist in records management duties and responsibilities.
  • Provide counseling and remediation actions to students, ensuring their progress and success.
  • Translate complex concepts into understandable terms for students at their level of learning.

Qualifications:
  • Bachelor's degree or higher (preferably in a Social Science field) or approved equivalent experience
  • 10 years of cyber related knowledge and Qualifications
  • Must have experience regarding staffing of deception activities and/or MISO plans with explicit knowledge of the 7 step MISO planning process.
  • Field experience in Public Affairs and Strategic Communications and a general understanding of signature management along with understanding of common processes utilized by the Air Component.
  • 400+ instructor hours (on-podium) or CCAF ISO Certification
  • Ability to travel CONUS and OCONUS Occasionally. Must have a current passport or able to acquire within the first 60 days of employment
  • Clearance - Top Secret/SCI
