Consults, analyzes, and exercises project management of complex work assignments related to the issuance, modification, cancellation and/or renewal of land leases, easements, conservation easements, use agreements, management agreements, deeds and consent of use, that require authorization from the Board of Trustees and/or through delegation of authority. Administers and develops legal contracts/documents and related backup materials consistent with statutes, rules, bureau and departmental procedures and policies in a timely manner. Coordinates and communicates with applicants/agents, departmental staff and governmental and private entities, as required to identify and resolve problems.Administers, prepares, organizes and maintains accurate computerized records/project files, and develops reports to assure an efficient/accurate operation. Analyzes reports and makes recommendations to the supervisor to solve problems and recommend procedure, policy, rule or statute revisions associated with state owned land authorizations. Evaluates, analyzes and assists in resolving sufficient upland interest ownerships issues with staff, districts, external stakeholders and coordinates with the Upland Section on projects requiring state issuance of sufficient upland interest.Assists supervisor in evaluating contract/document preparation procedures, templates and updating manuals and instruction materials. Responsible for assisting in collecting and maintaining a historical database of information regarding past rules, policy, procedures and legal opinions. Assists the supervisor in reviewing staff’s legal instruments/documents and correspondence for accuracy, as requested.Research and analyze complex special projects, manage and conduct collection of revenue and data associated with project files for assignment, and participate in the drafting and presentation of items to be presented to the Board of Trustees by the bureau for approval.Assists the land manager in providing direction and guidance to staff in the form of training sessions relevant to topics of land management.Performs other duties as assigned.Required Knowledge, Skills, and Abilities:Knowledge of: basic management principles and practices. Ability to: collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to improvement of operational and management practices; organize data into logical format for presentation in reports, documents and other written materials; conduct fact-finding research; utilize problem solving techniques; plan, organize and coordinate work assignments; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; communicate effectively. Experience in preparation and review of real estate contracts, land management plans or related documentation.
