IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state's wide and local area networks, voice, cable and wiring, and conferencing services.Want to know more about our AWARD-WINNING Authority visit:"Willing to TRAIN and provide CERTIFICATION for the best candidates!"JOB SUMMARY:The Unit Director is responsible for the day-to-day operation of a divisional section ensuring alignment with divisional and/or GTA business plans and strategies. Manages senior technical or business process professional staff responsible for service delivery, under general supervision.RESPONSIBILITIES:
  • Leadership & Strategy
  • Implement section goals and objectives in compliance with state policy and legislation.
  • Provide input into business plans to ensure high-quality services are delivered at optimal cost.
  • Collaborate with GTA and agency leadership to understand business needs and translate them into actionable initiatives.
  • Build relationships with stakeholders, communicate unit goals, and solicit feedback.
  • Team & Performance Management
  • Lead and manage a diverse technical team (analysts, developers, QA, database staff) to deliver and maintain software solutions.
  • Set performance objectives, oversee career development planning, and ensure training opportunities.
  • Make hiring recommendations, conduct performance appraisals, and provide guidance on disciplinary actions.
  • Motivate the team through clear communication, regular meetings, and recognition of contributions.
  • Technology & Process Oversight
  • Guide the development and implementation of technologies and business services to improve process efficiency.
  • Ensure adherence to software development and integration standards, guidelines, and best practices.
  • Contribute to the development of standards and recommend improvements to systems, applications, and business services.
  • Oversee technical evaluations, software specifications, and SDLC documentation, including process models, data models, and testing strategies.
  • Project & Delivery Management
  • Direct technical teams in delivering projects on time using Agile/Scrum methodologies (Jira) and Kanban for support.
  • Monitor project milestones, assess risks, and ensure consistency with design and process requirements.
  • Analyze customer business requirements and propose solutions, including build vs. buy recommendations.
  • Ensure technical issues are resolved appropriately, documented thoroughly, and communicated effectively.
  • Governance & Resource Management
  • Manage unit budgets and allocate human capital resources effectively.
  • Ensure compliance with state standards, policies, and long-term IT strategy.
  • Support the documentation of service architecture, software specifications, and process improvements.

AGENCY SPECIFIC QUALIFICATIONS:Minimum Qualifications:
  • Bachelor's degree in computer science or related field OR equivalent work experience AND (4) years of experience in technical support, software development, network management, or maintenance, in support of applications and/or services (including multi-tiered systems), with experience in developing requirements, managing/leading contract resources, and delivering technical solutions AND One (1) year direct supervisory experience plus one (1) year team lead or project lead experience or two (2) years direct supervisory/oversight experience leading technical teams of three or more team members
Preferred Qualifications: (Preference will be given to candidates who demonstrate some or all of the following skills/experience):
  • State government development or systems experience.
  • Three (3) years of experience in web, cloud or multi-tier environments.
  • Two (2) years of experience developing business cases.
  • Five (5) years as a software developer, DBA, and/or system administrator.
  • Strong experience with delivering technical solutions, including testing and familiarity with programming languages and/or scripting languages as a primary means of delivery.
  • Experience with open-source frameworks and tools such as Spring, Hibernate, and PrimeFaces.
  • SCRUM certification or equivalent experience.
  • Familiarity with HTML, CSS, JavaScript, and UI/UX design.
  • Knowledge of SQL, query writing, and database integration.
  • Experience eliciting and documenting business/technical requirements.
  • Understanding of formal SDLC processes and best practice.
