- Oversee the conduct of and supervises staff including conducting performance evaluations and implementing training, and hiring, discipline and termination procedures.
- Develops and implements project plans to accomplish work group objectives and assign work and monitor performance. Take action in the full range of formal personnel activities, and provide contract oversight in conjunction within the Information Technology Department.
- Provides subject matter expertise in highly complex mission critical enterprise-wide systems which require expertise in multiple industry areas.
- Prepares, negotiates and presents budget and other funding proposals; monitor expenditures and operate within budget allocation.
- Develop strategic plans and implement operational plans to provide information technology infrastructure to support the Department's business goals; and oversee one or more of the following technical areas:(examples: Operations and Infrastructure, Applications, Project Management, Business Analytics, Broadband-Digital Equity, and/or Product Teams).
- Manages daily operations and processes related to the review, oversight and development of major technology projects and the maintenance and enforcement of applicable codes, standards, policy and regulations; evaluates complex technology project issues, oversees studies, makes decisions and directs the implementation of policy solutions.
- Conducts strategic planning and develops policy; evaluates regulatory and security implications and ensures projects and solutions are consistent and achievable; coordinates and confers with agencies, and regulatory entities to ensure appropriate scope of studies, monitor progress and address issues that arise.
- Serves as a representative by collaborating with and providing guidance to leadership, departments, and the public regarding technology policies, processes and procedures; potential issues; and provides advice related to technology and security requirements; interprets and applies policies, ordinances and conditions of approval.
- Oversees the development of staff recommendations, resolutions and reports; prepare and delivers presentations to committees, boards, City Council and outside organizations.
- Performs other duties of a similar nature and level as assigned.
- Under general direction, leads the development and implementation of a comprehensive IT infrastructure and security strategy.
- Directs and manages the IT infrastructure, information security, service desk, and end-user computing staff providing guidance, coaching, and leadership to ensure optimal performance and productivity.
- Oversee the design, deployment, and maintenance of network infrastructure, servers, desktops, storage systems, networks, communications equipment, and other critical IT components. This includes radio-based public safety communications equipment for city police and fire departments.
- Develops and implements a robust information security strategy and operation aligned with the organization's goals and objectives.
- Ensures the availability, performance, and security of all IT infrastructure systems, proactively identifying and resolving any issues or vulnerabilities.
- Develops and maintains policies, procedures, and documentation for IT infrastructure, information security, service desk operations, and end-user computing ensuring compliance with regulatory requirements and best practices.
- Coordinates and leads change management activities related to information security, IT service desk and end-user computing services, including system upgrades, process improvements, and service transitions.
- Develops, implements, and supports the broadband infrastructure strategy.
- Oversee the design, implementation, and maintenance of security controls, including firewalls, intrusion detection systems, data loss prevention systems, and encryption mechanisms.
- Develops and implements the disaster recovery plan to ensure critical systems and data are protected and can be restored in the event of a disaster or major component failure.
- Monitors and reports on the organization's security posture, providing regular updates to executive management.
- Collaborate with cross-functional teams to assess technology needs, evaluate proposed solutions, and provide recommendations to improve operational efficiency.
- Reviews proposed solutions to ensure requirements are consistent with security and architectural standards.
- Monitors emerging technologies and industry trends, making recommendations for enhancements and advancements to support the organizations mission.
- Improves productivity by highlighting deficiencies and recommending changes in tools, training, processes, reporting, and employee engagement.
- Maintains quality service by establishing and enforcing organization standards.
- Resolves issues, ensuring a proactive, fast path to resolution. (This work effort may extend beyond the course of the standard work schedule).
- Delivers and exceeds IT Team performance target ensuring internal service level commitments are met.
- Develops and manages their department's budget, tracking expenses, and ensuring cost-effectiveness.
- Collaborate with internal stakeholders, such as IT teams and executive management, to ensure that a broad perspective of requirements are considered in the design and implementation of new systems or processes.
- Manages vendor relationships, negotiates contracts, and oversees service level agreements to ensure the delivery of high-quality services.

- A Bachelor's Degree from an accredited college or university with major coursework in Computer Science, Information Systems, Electronics Engineering, Voice/Data Communications, Public/Business Administration or a related field. (must be attached to your application)
- Possession of the equivalent of eight (8) years of considerable, progressively responsible professional experience in IT infrastructure including: data storage, servers, desktops, networks, virtualization, cloud technologies and security including 2 years of supervisory experience.
- Strong knowledge of information security principles and best practices, including risk assessment, security controls, incident response, and regulatory compliance.
- Familiarity with relevant industry standards and frameworks, such as ISO 27001, NIST, and GDPR.
- Professional IT operations certification in ITIL and/or other certifications such as CCNA, CCNP, or MCSE.
- Professional experience serving in an information security role
- Professional security certifications such as CISSP, CISM, or CISA.
- Experience managing service desk and/or end-user computing operations.
- Public safety communications systems experience (police/fire).
- Managing external IT service providers.
- Managing IT contracts and contract negotiations.
- Local government or public sector experience.
- Possession of, or ability to obtain, a valid class C California driver's license
- Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors.
