Chemonics seeks a Senior Operations Manager to support the Global Health Supply Chain - Procurement Supply Management (GHSC-PSM) project. Within the GHSC-PSM project, the Senior Operations Manager will support the Communications, Learning, Evidence and Analytics for Results (CLEAR) team as well as the Management Information Systems (MIS) team. The Senior Operations Manager ensures sound management principles and tools are employed and supports developing and maintaining CLEAR and MIS team processes. The Senior Operations Manager engages across functions and works with a variety of stakeholders - from staff resourcing, recognition, and engagement to budget and financial processes as well as talent acquisition and executive support. The Senior Operations Manager will report to the Operations Director and will mentor entry-level managers. The Senior Operations Manager plays a critical support role in addressing the most complex needs related to the establishment and maintenance of CLEAR and MIS support systems as well as internal operational issues on a project that operates globally. GHSC-PSM also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President’s Emergency Plan for AIDS Relief, the U.S. President’s Malaria Initiative, USAID’s family planning and reproductive health program, and USAID’s maternal and child health program.Responsibilities:Management, continual improvement, and leadershipProvides senior-level management, operational, and administrative expertise to the business unit(s) (BU)Manages all BU operations, including, but not limited to, talent management, staff engagement, staffing and resourcing, performance management, staff recognition and events, budgeting, and financial managementAdvises the operations director of, and at times leads, the development and implementation of business operations strategies, plans, and procedures, and ensures consistency in all operations across the BUProvides strategic input to the BU senior vice president (SVP), including drafting communication, planning trainings, meetings, and events, and supporting corporate initiatives for key ethics, compliance, and other risk-related business functionsTakes initiative to identify business opportunities, efficiencies, and cost savings for the BUProactively identifies risk, develops plans and strategies to address, and advises leadership on steps to lessen impact or mitigate those risksProposes and, in some instances, leads the development of processes, policies, and programs to effectively identify, manage, and mitigate risks and support BU goalsIdentifies opportunities for knowledge- and solution-sharing across company and takes initiative to build staff and company capacityCoordinates and provides input into annual work planning with SVP and department directorsLeads and coordinates responses to periodic Board of Directors and strategic Executive Management Team meetings (e.g., mid-year review and budget retreats)Provides procurement assistance to the projects as neededProvides surge support on project management unit's (PMUs) startup, and closeouts as neededProvides vision and leadership in new business activities, including participation in proposal team roles such as proposal lead, technical writer, cost preparer and proposal reviewer, in addition to other rolesMay contribute dedicated time to other workstreams and functions to achieve BU goals, including new business, project management, and technical practice contributionsServes as acting director as neededFinancial planning and analysisPrepares financial reporting to the Executive Office and prepares monthly staffing budgetLiaises effectively with other operations team leaders on resourcing, costs, and best practicesManages corporate office reporting to meet reporting requirementsReviews corporate procurement, contractual, and financial reports and BU trackersProactively monitors BU financial and budget performance (e.g., sales, variance, staffing, and operating expenses) and consults with operations director and SVP on plans to meet targetsProduces summary analysis of project performance and variance actuals reportsProvides regional financial analyst (RFA) oversight and serves as primary liaison with the RFAsTalent management and developmentLeads divisional recruitment efforts in coordination with the Talent ManagerSupervises, mentors, and evaluates operations team staff, communicating clear performance goals and standards, offering regular performance feedback, prompt resolution of problems, and time and opportunity to grow and develop in key competency areasCoordinates formal performance assessment process for the BU; advises supervisors to clearly articulate performance goals and standards, provides regular feedback, and provides overall professional advancement advice and direction to superviseesSupports the promotion, merit increase, and bonus activities for the BU in coordination with the Director, SVP, and Human ResourcesMakes presentations and trains staff, as needed, including one-on-one mentoring, small group trainings, corporate training programs, and information disseminationProject complianceMay serve as compliance resource and/or liaise with other compliance experts in BU to advise on compliance issues and review subawards for complianceAssesses vendor performance and oversees unit’s relationships with vendors, partners, and consultants that serve to enhance Chemonics’ reputationSupports in the contractual and financial management of projects whose period of performance has ended; working on audits and project closeout items with the support of the PMU when applicablePerforms other duties and responsibilities as requiredRequirements:Bachelor’s degree or equivalent work experience; Master’s degree preferredMinimum 5 years of relevant professional experience; staff supervisory and mentorship experience requiredKnowledge or familiarity with government procurement and contractingProficiency in key areas of operations, including budget management, procurement and contractual compliance, talent sourcing and recruitment, client relations and knowledge of government client, and personnel managementDemonstrated experience working on one or more government-funded projects and experience with business development requiredDemonstrated experience following and creating standard practices and procedures, receiving general instructions on work progress, and making significant contribution to end resultsDemonstrated leadership, versatility, and integrityWorks independently and as part of a teamDemonstrated resourcefulness in problem solving and initiative to learn new skillsStrong knowledge of Microsoft Office applications and word processing abilitiesPrevious experience working in international development and/or living or conducting work in developing countries preferredWillingness to travel up to 8 weeks per yearLanguage proficiency for assigned geographic area preferredApplication Instructions:Apply by April 29, 2024.
