Key responsibilities include developing procedures and internal controls, and acting as the primary internal contact for compiling A/P documentation for external audits.The Finance Specialist 2 - A/P will oversee the timely processing of invoice payments, employee reimbursements, and stipend requests. This role also involves monitoring and reconciling the department’s purchase cards, performing monthly reconciliations of certain accounts, and preparing a variety of ad hoc reports.A crucial aspect of this role is to evaluate and analyze accounts payable processes, making recommendations to management to improve efficiency and accuracy. The individual in this position is expected to center equity in policy and practice, aligning with the Health Department's value of racial equity and its mission to reduce health disparities. Promoting equity is a responsibility shared by every employee.*This Limited Duration Assignment is expected to last up to two years; although Limited Duration Assignments may end at any time.*As the Finance Specialist 2 - A/P, you will be responsible for:Accounts PayableHandles fiscal transactions, procurement card oversight, employee reimbursements, and stipends.Interprets and applies fiscal laws, rules, regulations, policies, and procedures.Reviews payment documents for inter-agency and inter-governmental services.Monitors, coordinates, and adjusts fiscal systems (invoice receipts, journal entries, reconciliations).Evaluates complex fiscal transactions for policy compliance (e.g., GAAP).Develops and implements auditing systems; conducts internal and external compliance audits.Assists in preparing annual operating budgets and ensures accurate financial reporting.ReconciliationsPerform reconciliations (P-cards, Medical Examiner bank account, Multnomah Market Place (MMP), gift cards, Travel and Training trips).Perform Procurement Verifications for MMP orders in Workday.Complete Travel and Training trip reconciliations, ensuring all expenses are accounted for and within deadlines.Assist with year-end P-card reconciliation.Problem SolvingProvide collaboration and advice to customers such as management, administrative staff within the Health Department, purchasing unit, vendors and co-workers.Assist customers to ensure all transactions are in compliance with County rules and procedures, thereby reducing County risk.Attend meetings with A/P staff, A/P Supervisor, and other divisions to communicate and resolve issues, answer questions, and provide customer service.Diversity and Inclusion: At Multnomah County, we don't just accept difference; we value it and support it to create a culture of dignity and respect for our employees.
