- Manages organizational professional development programs, including selection of training programs and resources, development of content, and managing logistics;
- Manages existing employee engagement programs and develops new initiatives that respond to identified organizational needs;
- Performs change management and project management work that supports the County’s highest-priority objectives under the direction of the County’s Performance and Strategic Planning Office; this work includes working with multiple stakeholders and teams to develop and execute communications, training, and support plans;
- Completes analytical and performance measurement reporting to drive solutions for and adoption of process improvements and performance management;
- May manage multiple departmental or cross-departmental teams, directing work plans of team members and balancing competing priorities;
- May serve as project spokesperson on behalf of the County or prepare Executive Board Reports as required for executive board and Board of Supervisor meetings; participates in Executive Leadership and Organizational Leadership Team Meetings as needed;
- Complete all responsibilities and deliver work products that fulfill our public service covenant by providing all customers with an experience that is professional, empathetic, and responsive
- Operate independently, using a high degree of initiative and organization-focused perspective to develop and execute detailed work plans that lead cross-departmental efforts in a positive and supportive manner, building shared visions with customers and supporting the work in a proactive manner.
- Manage multiple, competing priorities in a high-pressure environment that often includes high-visibility assignments, and very short deadlines.
- Use time efficiently and complete work assignments within set deadlines and/or develop work plans and set deadlines independently, based upon the work requested.
- Propose well-developed solutions to identified initiatives that reflect a strong analysis of underlying challenges and incorporate an integrated approach that addresses overarching organizational needs and priorities.
- Deliver professional-level written work that clearly and effectively communicates the desired actions that need to occur and/or provides clarity regarding actions needed from the customer, whether regarding change management, program analysis, work plans, etc.
- Apply adult learning principles to design and deliver effective presentations and lead/facilitate classroom- and virtual-based training
- Use analytical skills to support performance measurement work through data analysis and reporting
- Use a variety of software packages including word processing, presentation, and spreadsheet programs, database programs, and MS Project
- Minimum level of experience with e-learning tools, website creation software, and graphics packages
- Any combination of education and experience equivalent to: Bachelor’s degree in Instructional Design, Instructional Technology, or a related field and 3 years of experience in one of the following areas: evaluating, designing, facilitating and/or delivering and measuring training and/or professional development programs and initiatives;
- 2 years of project management or change management experience;
- Preferred experience in adult training.
