APPLICATION DEADLINE IS 4:00 p.m., Friday, October 10.ASSISTANT FINANCE DIRECTORREPORTS TO: FINANCE DIRECTORGIVES DIRECTION TO: FINANCE DEPARTMENT STAFFFLSA CLASSIFICATION: EXEMPTNATURE OF WORKThe Assistant Finance Director supports the Finance Director in managing municipal financial operations, including budget preparation, financial statements and reporting, and ensuring compliance with financial policies. The Assistant Finance Director provides guidance and supervision to the Finance Department staff on financial processes, systems and record keeping. The Assistant Finance Director also assists the Finance Director in identifying and managing financial risks and the municipality’s overall financial strategy.ESSENTIAL JOB FUNCTIONS
  • Supports the Finance Director with respect to investment and oversight of municipal monies in accordance with all state and local laws and internal control policies.
  • Performs detail work for annual budget, including preparation of all budget workbooks, fee schedule and oversight of the budget schedule and deadlines.
  • Maintains all necessary records related to the municipal fleet, inventory, fixed assets and infrastructure.
  • Assists the Finance Director with monitoring the day-to-day financial operations, such as payroll, accounts payable and other transactions. (Provides support and supervision for bi-weekly payroll functions and accounts payable functions).
  • Oversees collection and analyzes data on all delinquent municipal claims.
  • Responsible for the maintenance of general ledger, monthly, quarterly and year-end journal entries; budgetary accounts; report development; and changes for all accounts and funds within the accounting system.
  • Performs general accounting duties including bank reconciliations, general ledger account reconciliations and analysis.
  • Assists with preparation of Popular Annual Financial Report and Annual Comprehensive Financial Report.
  • Coordinates insurance filings, litigations and municipal risk for claims involving municipal property, plant and equipment.
  • Assists Finance Director with pension administration activities including calculation of benefits, benefit administration and financial reporting.
  • Supports Finance Director in special projects, including participation in a financial cooperative program with participating municipalities.
  • Provides strategic input and leadership on municipal finance department matters.
  • Performs all other work assigned.
EXAMPLES OF WORK
  • Compiles departmental input for budget, prepares schedules, supervises document and binder production.
  • Has regular contact with all departments regarding financial transactions, financial reports, and budget issues.
  • Assists in reviewing bi-weekly payroll performed by Payroll Administrator.
  • Assists in submission of insurance claims and communication with insurers regarding claims.
  • Analyzes daily interest rates and municipal cash flow in order to effectively invest all municipal funds and provide adequate cash flow to meet obligations.
  • Prepares and files various state reports.
REQUIRED KNOWLEDGE AND SKILLS
  • Clear understanding of basic accounting and investment principles.
  • Clear understanding of municipal financial policies and procedures.
  • Knowledge of municipal purchasing and internal control policies and procedures.
  • Interpersonal skills.
  • Strong computer skills including Microsoft excel.
REQUIRED EDUCATION, TRAINING AND EXPERIENCE
  • Bachelor’s degree from accredited institution in accounting, finance or relevant field.
  • Proven experience as an assistant director of finance, finance manager or relevant role (at least three to five years). Municipal finance experience is preferred.
  • In depth knowledge of public sector accounting principles.
  • Excellent organizational, leadership and communication skills.
