The scope of this position encompasses strategic growth plans for the municipal and labor market. Including broker/consultant relationship management, Chapter 32B municipal processes and procedures, product development and placement for active and retirees. Strong underwriting knowledge to support fully insured and self-funded business.This individual will make strategy recommendations for the municipal and labor market segments. Goals will be related to each strategy and aligned with commercial sales growth targets. Additionally, this individual will work closely with internal operational areas to provide ongoing support for all municipal and labor prospective activity. Aligns with Director of New and Existing business for municipal and labor membership retention and sales strategic planning and management of the Commercial Sales department actions toward goal achievement. This individual will be the point person for all municipal and labor relations responsibilities at Mass General Brigham Health Plan.· Develop and continuously refine municipal and labor strategy· Direct and oversee activities related to municipal and labor broker relationships· Meet assigned sale/membership growth targets· Effectively manage activities related to municipal onboarding, service, and commissions· Serve as a subject matter expert regarding Chapter 32B, the municipal and labor community, ongoing changing relationships, maintain up to date knowledge of the municipal marketplace· Ensure changes to municipal/labor broker relationships are reflected accurately and appropriately· Actively involved with all municipal RFPs· Align with New Business VP in developing, executing, and reporting on Commercial Sales strategy for the municipal and labor market segment· Lead any municipal or labor sales force automation system efforts, changes, or enhancements both internally and with a vendor if applicable to effectively track progress of municipal / labor strategies.· Lead implementation initiative of municipal/labor product/programs· Generate accurate reports by which leadership will judge the effectiveness of municipal and labor strategies and related costs· Establish, maintain and oversee relationships with broker agencies and leaders, as well as vendors· Propose business development opportunities related to municipal/labor market segment, including relationships with stop loss carriers who specialize in municipal and labor markets· Prepare municipal/labor procedures related to onboarding, service and/or commissions.· Collaborate with marketing to facilitate updates municipal/labor collateral materials and tools; offering insight about the competitive landscape· Oversee Mass General Brigham Health Plans entertainment opportunities and ensure most effective utilization of events· Conduct all responsibilities in a manner that meets Mass General Brigham Health Plans codes of conduct· To remain fluent in use of online enrollment and technical sales resources and to use such in a manner that best aids planning and oversight responsibilities.· To continually identify, collect and escalate issues that impede sales closures and/or member retention· To communicate service opportunities, Provider Network development opportunities, or other feedback gathered from the field to leadership and partners for attention and consideration· To conduct and attend meetings with managers and peers preparing strategic agendas, tracking expectations, and clearly communicating goals and progress.QualificationsQualifications· Bachelor's degree in business or marketing preferred or the equivalent combination of training and 10 plus years’ related experience.· MA broker license preferred· Must have a valid state driver license, proof of insurance and a reliable vehicle· Experience developing, executing, measuring, and monitoring service and sales metrics for municipal and labor market to desired performance levels/goals· Demonstrated ability to develop, direct and manage projects & new implementations· Ability to follow Regulatory Guidance related to the health insurance industry as directed by MGBHP Compliance and Regulatory team.· Exceptional communication skills (both verbal and written)· Ability to work collaboratively with process owners that are not direct reporting relationships· Ability to create reporting, tracking tools and presentations related to municipal/labor activity
