Job DescriptionDo you consider yourself a detail-oriented person?State Accounting Enterprise (SAE) is seeking a highly motivated team member as their Fiscal and Policy Analyst. This position will prepare and submit for approval to the U.S. Department of Health and Human Services (HHS) the Iowa Statewide Cost Allocation Plan (SWCAP) in accordance with Federal guidelines. The SWCAP is a report and schedule that allocates unbilled (indirect) State central service costs to State agencies that recover these costs from their Federal grants and contracts. What You'll DoIn this role, you'll play a key part in keeping Iowa's financial systems accurate, accountable, and in compliance with state and federal requirements. Your work ensures that agencies can recover millions of dollars in costs and that audits run smoothly. Here's how you'll make an impact:Support Cost Recovery Efforts - Explain and defend the Statewide Cost Allocation Plan (SWCAP) to federal negotiators, state auditors, and agency CFOs, ensuring successful audits so agencies can recover central service costs from federal grants.Maintain Key Financial Reports - Prepare and update the Memo Billing Cost Report and Indirect Cost Recovery Billing, helping agencies identify under-billing and ensuring recovered funds are returned to the state's general fund.Ensure Audit Readiness - Provide documentation, analysis, and explanations to auditors and leadership, both in writing and in meetings, to ensure compliance with state and federal requirements.Manage Tax and Banking Processes - Submit quarterly and annual tax collection surveys for the U.S. Census Bureau, reconcile bank accounts monthly, and resolve any discrepancies promptly.Oversee Cash Receipts and Deposits - Prepare and distribute monthly General Fund cash statements, reconcile ACH deposit returns, and coordinate with the Treasurer's Office and Fraud Unit when needed.Handle Pre-Audits and Corrections - Review settlement reports, research errors, and collaborate with DOM or other departments to ensure accurate coding and reporting.Support Employee Records - Conduct PCQ audits, assign system control numbers, and provide training on the process.Safeguard Information - Maintain confidential financial files, reports, and documentation, distributing them as needed.Adapt and Contribute - Take on additional duties that support the success of the team and the state's financial integrity.
Desired Qualifications:
  • CPA is preferred, but not required.
  • Ability to analyze and interpret complicated federal laws and guidelines.
  • Strong communication skills for negotiation with federal auditors and the ability to clearly define and support the State's position related to financial reviews and audits.
  • Has a comprehensive understanding of the State's financial practices related to federal grants, including a thorough knowledge to allow the State to recover indirect costs from the federal government on behalf of all departments receiving federal funds.

A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience in budget analysis, economic analysis, financial management, accounting, or management analysis work; and
b.
