DescriptionThe City of Richmond Department of General Services Financial Operations Division is seeking a qualified individual for the position of Accounting Supervisor, within the Parking Division. This position will supervise the parking financial processes and procedures related to the departments billing, accounts receivable, grants, and general accounting functions for the department. The incumbent is responsible for managing accounting duties related to Capital Funds and associated accounts.Duties include but are not limited toDuties include but are not limited to:
  • Providing oversight of the daily operations, directing work flow, and developing scheduling for assigned areas of responsibility
  • Maintaining detailed records of revenue and expenditures for each CIP projects and reconciling project and award balances.
  • Providing monthly balance statements
  • Preparing detailed reporting of use of State/Federal/City funding as required by funding regulations.
  • Directing and/or assisting with special projects to maintain and improve operational and financial processes within the city
  • Developing, implementing , monitoring and evaluating policies and procedures, make recommendations to City management
  • Reviewing and approving transactions entered into the financial accounting system, revenue system, or other automated systems
  • Analyzing, developing and documenting policies and procedures and controls related to grant reporting, accounts payable, accounts receivable, and systems implementations
  • Preparing and/or directing the preparation of routine and special technical and statistical reports, including single audit, annual reports, comparative costs, cost allocation and any other required management financial reports for the assigned areas of responsibility
  • Hiring, training, supervising and evaluating staff for assigned areas of responsibility
  • Managing budget and approving expenditures for assigned areas of responsibility
  • Preparing and presenting analytical data and recommendations in a variety of settings
  • Handling correspondence and interfacing directly with citizens, customers, clients, vendors, and staff regarding complaints, and concerns for the assigned areas of responsibility
  • Performing other related duties as assigned
Qualifications, Special Certifications and LicensesMINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree in business administration, finance, accounting, or related field
  • Five years of journey-level professional accounting experience
  • Two years of supervisory experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
  • Familiarity with various governmental funding sources preferred.
  • Working knowledge of Oracle based financial systems preferred.
  • CPA preferred.
