The Grants & Contract Manager is a member of the Department's administration team that is soley responsible for managing pre- and post-award activities for sponsored research and providing program administration and management of grants and contracts in support of multiple faculty members, the Division Head and Department Chair.This individual is responsible for proposal development for grants and contracts submitted to diverse funders and supporting divisional faculty in managing complex portfolios of grants and their finances. This position will exercise a high degree of independent judgment and has delegated decision-making responsibility for funds management and grants administration. This position must be able to balance multiple priorities and deadlines in a complex environment, with demonstrated ability to prioritize essential tasks with short lead times. The position serves as liaison between Gastroenterology faculty and UW departments including the Office Sponsored Programs, Grant and Contract Accounting and other campus offices relevant to sponsored research. The individual in the position is a strategic partner in the programmatic components of the faculty they support, ensuring that all funding sources are managed in a manner that conforms with sponsor, institutional, and departmental policies.The Division of Gastroenterology has an annual operating budget of $15 million, is made up of luminal and specialty care lines, and has over 50 faculty and 35 research and administrative staff. Research and teaching faculty extend across four major locations (UWMC, HMC, VA, and FHCC), conducting basic, translational, and clinical research. In addition, this position manages the Department of Medicine Chair's grants and contracts of the largest Department in the School of Medicine.RESPONSIBILITIES:Grants Administration (Pre and Post award) (35%)
  • Exercises independent judgement and has delegated decision making authority regarding the management of sponsored grants and/or contract budgets for individual research programs for all principal investigators from set up to close out.
  • Develop budgets for grants and provide guidance on budget management services to multiple sites within the department that have differing financial needs and sponsor requirements. Work requires the ability to determine needs of each individual unit and tailor the financial services to address each unit's unique situation.
  • Prepare complex budget reports and meet with principal investigators on a regular basis to provide budget projections and forecast trends tailored to the needs of the PI and address department financial concerns to secure financial viability for their individual research programs.
Grants Administration (Post award) (35%)
  • Manage sponsored research progress reports and final status reports for grants and contracts.
  • Serve as advisor and meet regularly with faculty to ensure effort timeline commitments are met and supervise the faculty effort certification process.
  • Monitor costing allocations for staff and trainees paid on sponsored research and advise unit staff regarding budgetary policies and procedures.
  • Create and/or maintain protocols and documentation to identify delegation of authority from PI's to applicable members of their research team and communicate to applicable department.
  • Independently resolve problems related to financial transactions, including monitoring expiring budgets, payroll distributions and assisting faculty with obtaining approvals for deviation from authorized procedures or expenditures.
  • Evaluate unit programs through comparison of actual performance with budgeted/planned objectives; research and determine causative factors in expenditure trends; formulate and recommend corrective action.
  • Ensure compliance and risk management in accordance with policies of the University of Washington and the Division partner institutions, including the Seattle VA, and Fred Hutchinson Cancer Center.
  • Interpret and integrate federal, state, institutional and industry laws and policies as they apply to the Division administrative and research operations. Integrate knowledge of compliance policies into Division operations and under direction of the Administrator, guide full implementation of applicable policies within the Division.
  • Continually assess and improve the Division's compliance, particularly around research processes, and implement processes mitigate to mitigate risk.
  • Partners with divisional purchaser to work with vendors for quotes to purachse potential research needs
Strategic Planning (15%):
  • Assess for opportunities to streamline processes and eliminate bottlenecks and work with Division leadership to implement process improvement efforts.
  • Partner with Division Administrator and Division Head on developing and implementing long-range strategic business processes that meet and ensure program sustainability and operations.
  • Assume responsibility for Division pre-award production, providing effective strategic, intellectual and technical assistance for the business processes and planning of research studies and programs.
  • Train new faculty on clinical research program development and compliance with a goal of building robust and financially viable clinical research teams.
  • Provide expertise and guidance in all aspects of clinical research budgeting, contract terms, informed consents, and revenue cycle.
  • Establish strong working relationships with process partners both within the University and the other Institutions (FHCC).
  • Provide effective communications and workflow processes for grant production and post award grants management.
  • Work toward an environment of innovation and change for the Division. Partner with Division Administrator and Division Head on engaging faculty and staff in creating a culture of innovation, team work, and service with the end goal of advancing the Division's research programs.
Financial Transformation and Process Improvement (10%)
  • Serve as an active participant in Financial Transformation. Represent department as a change champion and effectively communicate process changes as necessary.
  • Develop and implement process improvements across all aspects of sponsored research administration.
  • Partners with center/ division leadership to support budgeting and spending plan for operating funds.

Other duties and assignments as neededMINIMUM REQUIREMENTS:Bachelor's Degree in social sciences, business, accounting, or related field or equivalent and three years experience working in academic setting or equivalent combination of education and experience.Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.DESIRED:
