Title: Senior Technical Program Manager, Client TSA AccountLocation: Washington, DCClearance: Must have an active TSA Public Trust clearance to be eligible for this role. Must be a U.S. Citizen and be able to obtain a U.S. Federal government client badge and be required to pass a government Public Trust background investigation.Position Details: Marathon TS is seeking a Technical Program Manager who can lead our Department of Homeland Security (Client) Transportation Security Administration (TSA) account in the greater Washington, DC area. We are looking for a highly motivated technical leader with previous digital transformation experience delivering, managing, and selling innovative Digital Services (i.e., Salesforce), Collaboration Workflow Development (i.e. SharePoint and Microsoft 365), and O&M Services. Deep experience with System and Application Design, Agile Application/Software Development, SaaS/Paas Implementation and DevSecOps is a must.Candidate will directly support high-quality technical delivery, customer relationship management, capture, and sales efforts, and develop and execute a TSA account growth strategy. The ideal candidate will have existing relationships with IT customers at TSA, be known among industry partners, and have outstanding personnel management and communication skills. This is a hybrid role consisting of billable work and business development activities. Candidate will lead TSA account customer delivery, sales pipeline development, capture activities, and technical solution development.We are specifically looking for candidates who are currently supporting TSA and have strong client relationships within the Client client and industry communities.This is a direct-hire, full-time position with salary and benefits.   • Develop close relationships with prospective TSA clients and serve as a subject matter expert and leader empowered to drive customer delivery
  • Provide day-to-day consulting services to TSA customers in service areas such as Application/Software Development, SaaS/PaaS Implementation, DevSecOps, and O&M.
  • Directly support high-quality delivery, customer relationship management, recruiting, lead capture and sales efforts, and develop and execute a TSA growth strategy
  • Lead TSA account customer delivery, sales pipeline development, capture activities, and technical solution development
  • Communicate effectively with senior managers, colleagues and other stakeholders
  • Utilize knowledge of government IT contracting, acquisition trends and federal customer buying behaviors
  • Shape Section L and Section M criteria to maximize scoring
  • Proposal development including color reviews, developing win themes, discriminators, value propositions and embedding this in the finished proposal product
  • Multitask and manage multiple capture actions of small to large IT focused opportunities across multiple customers, multiple capabilities, and multiple locations as prime and as a subcontractor
Required qualifications to be successful in this role:
  • Active TSA clearance
  • 10+ years' experience with capture of IT services work, business development and proposal development, preferably within the TSA market
  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field
  • Specific experience with Salesforce, SharePoint and Microsoft 365 implementations is a must.
  • Deep customer relationships and delivery experience within the TSA market
  • Experience with all aspects of capture management, including developing and submitting winning proposals
  • Experience managing team of technical consultants, establishing management structure and control
  • Experience recruiting and hiring exceptional talent
  • Proven full life cycle business development and capture experience in the IT domain
  • In-depth proven knowledge of TSA customer mission requirements and IT buying habits is preferred
  • Demonstrate impeccable leadership skills, outstanding business ethics, management rigor, in-depth customer knowledge, superior understanding of TSA industry trends and competitive intelligence, expert pricing strategies and the ability to motivate and retain cleared personnel
  • Excellent negotiation skills
  • Highly developed oral and written communication and presentation skills with the ability to convey technical and business concepts to various audiences
  • Ability to handle complex customer situations and interact with all levels of personnel to provide a quick and effective resolution
