PROJECT CONTROLS SPECIALIST 4 (Financial Controls Specialist) for NuScale Power LLC in Corvallis, OR.ESSENTIAL DUTIES AND RESPONSIBILITIES:The Project Controls Specialist 4 (PCS 4) position, whose duties are akin to those of a Financial Analyst, works within our Project Management Office group, reports directly to our Project Controls Manager, and is responsible for assisting with the financial (i.e. non-technical) management of projects with the goal of keeping deliverables on schedule and within budget.The company’s product is designing and delivering NuScale Power’s Small Modular Nuclear Reactor power plants (VOYGR) at various domestic or international locations (i.e., NuScale “projects”). The PCS 4 assists with the financial management of each of NuScale’s project locations. The duties and tasks (projects) that the PCS 4 performs in relation to each of NuScale’s various installation projects include: Working with each project manager to develop the tasks and financial controls for each of these project sites using Primavera Scheduling Tool; responsible for updating and maintaining the scope of work, track schedules, resource allocation milestones and maintain deadlines consistent with project funding and cost management plans which requires preparation of project controls tools and reports which present project earned value metrics and other financial performance indicators and includes analyzing each project’s earned value data; transferring monthly project-related financial and procurement data from our Corporate Enterprise Resource Planning (ERP) systems into a Project Controls database and preparing necessary outputs for earned value and other project reporting and variance analysis; managing the financial cost, schedule and data tied to the project in the company software systems for integration with other departments; implementing the approved company budget and forecast changes into the schedule; developing and maintaining periodic project status reports related to project progress including earned value metrics, schedule performance, approved changes, cost forecasts, and revenue; creating, maintaining and controlling access to project charge codes; performing critical path analysis on project schedule and performing forensic schedule analysis to support claims, and developing and publishing periodic project Level 2 and 3 milestone completion and status reports, and other assigned tasks.Specific duties include:
  • Working with the appropriate VOYGR Services and Delivery Project Director(s) in the establishment of project controls governance for projects, characterized by large investment commitment, vast complexity and long lasting impact on the economy, the environment and society.
  • Working with our Project Managers to develop task structures and financial controls utilizing the Primavera Scheduling tool, an enterprise portfolio management software program used to track schedules, resource allocation milestones, and maintain other deadlines consistent with project funding.
  • Working with Project Managers and other Project Controls staff to create, update and maintain a project’s scope, time, and cost management plans. This requires preparation of project controls tools and reports which present project earned value metrics and other financial performance indicators and includes analyzing each project’s earned value data as well as identifying and reporting adverse financial trends in these projects.
  • Transferring monthly project-related financial and procurement data from our Corporate Enterprise Resource Planning (ERP) systems into a Project Controls database and preparing necessary outputs for earned value and other project reporting and variance analysis. ERP is a process by which a company manages and integrates important financial aspects of its business. An ERP management information system integrates areas such as planning, purchasing, inventory, sales, marketing, and finance, as well as human resources.
  • Implementing approved budget and economic forecast changes as well as developing and producing associated cost and schedule reports.
  • Providing internal “desktop” guidelines to staff regarding costs and scheduling.
  • Providing support to project controls and database development.
  • Developing and maintaining periodic project status reports related to project progress including earned value metrics, schedule performance, approved changes, cost forecasts, and revenue.
  • Creating, maintaining and controlling access to project charge codes.
  • Mentoring junior staff with the project controls group, helping develop their knowledge, and be available to assist with general questions.
  • Incorporating external schedules within the project’s Integrated Master Schedule.
  • Performing critical path analysis on project schedule.
  • Performing forensic schedule analysis to support claims.
  • Developing and publishing periodic project Level 2 and 3 milestone completion and status reports.
  • Performing other duties as assigned.
MINIMUM REQUIREMENTS: SKILLS, QUALIFICATIONS AND ABILITIES
  • Education: B.S. or B.A. degree (U.S. or foreign equivalent) with emphasis in economics-related subjects in Economics, Construction Management, Project Management, Accounting, or Business Administration is required.
  • Experience: A minimum of eight years of progressively-responsible experience working in a project planning/scheduling, project controls organization or accounting/law firm is required. Alternatively, a Masters Degree in Economics, Construction Management, Project Management, Accounting or Business Administration, or a current Project Management Professional (PMP) or Project Management Institute (PMI) certification, or two years of technical work experience in the field of Economics, Engineering, Procurement, Supply Chain, Manufacturing, Construction Management, Project Management, Accounting or Business Administration may be credited for 2 of the 8 years of overall work experience required.
  • Experience includes maintaining a cost management plan, maintaining a time management plan utilizing software for project planning, utilizing project controls principles relating to budgeting, scheduling, earned value metric development and analysis, tracking of actual/committed costs, change control and forecasting, and financial principles, and applicants must be able to demonstrate examples of implementing Earned Value Management, Cost Control and Change Management.
  • Experience may be concurrent and must include 8 years of detailed experience in:
  • Planning & Scheduling: Developing work breakdown structure and time management planning and control using critical path methodology, Last Planner® System as well as experience in the use of the WBS, Activity and resource module in Oracle's Primavera P6 and Prism G2 systems for Planning and Scheduling.
  • Earned Value Management: Working with all earned value concepts including Earned Value, Planned Value, Actual Cost, Schedule Variance, Cost Variance, Budget Variance, Budget at Completion, Estimate at Completion, Estimate to Complete, SPI, CPI, Performance Measurement Baseline, Incurred Costs and Rules of Credit.
  • Cost Control: Maintaining cost control plans including cost trending, estimates at completion, cost and cash flow updates, cost reporting and analysis, managing interfaces with engineering, procurement, manufacturing, construction and operations.
  • Change Management: Identifying, evaluating, coordinating, reviewing, approving and documenting changes to the baseline, including working with control budget, budget transfer, revised budget, out-of-scope change, in-scope change, scope transfer and Forecast.
  • Claims and Forensic Analysis.
  • Industry Requirements: Applicants must be eligible to work under Department of Energy regulation 10 CFR, Part 810.
HOURS AND LOCATION: FLSA-exempt, fulltime position.
