Influences state-level policy outcomes by building bipartisan relationships with legislators, government agencies, and industry partners, while managing advocacy coalitions and external consultants to safeguard market access, mitigate regulatory risks, and enhance the Company's reputation and influence within key state jurisdictions.Duties & ResponsibilitiesState Government Affairs Strategy Development and Execution:
  • Lead the creation and implementation of a comprehensive state government affairs strategy to align with business priorities and policy goals.
  • Identify key legislative and regulatory priorities in target states and develop tailored strategies to address them.
  • Ensure alignment of state-level strategies with broader corporate objectives and compliance with legal requirements.
Legislative & Regulatory Monitoring and Analysis:
  • Track, analyze and report on state legislative and regulatory developments that impact the Company.
  • Identify risks, opportunities and trends, providing strategic recommendations to mitigate risks and leverage opportunities.
  • Maintain a state policy database to keep leadership and internal teams informed about relevant developments.
Stakeholder Management:
  • Build and strengthen relationships with state lawmakers, regulatory agencies, and key government stakeholders.
  • Represent the Company in meetings and public forums to advance policy positions and enhance its reputation.
  • Lead efforts to build trust and credibility with state government stakeholders by promoting the Company's core values.
Cross-Functional Advocacy Alignment:
  • Work closely with legal, regulatory, corporate communications, and federal government affairs teams to ensure cohesive advocacy strategies.
  • Provide strategic guidance to senior leadership on state policy matters and engagement best practices.
  • Facilitate knowledge sharing across teams to ensure consistency in policy positions and advocacy efforts.
External Advocacy and Coalition Management:
  • Oversee external consultants, lobbyists, and advocacy partners to maximize the impact of government affairs initiatives.
  • Represent the Company in industry coalitions and trade associations to advocate for key policy issues.
  • Leverage partnerships with advocacy groups and professional organizations to advance the Company's policy objectives.
Crisis and Policy Issue Management:
  • Monitor emerging legislative and regulatory issues that may require rapid response.
  • Collaborate with internal teams to develop and implement crisis communication strategies for state policy challenges.
  • Provide timely updates and recommendations to leadership on potential crises and their impact on the Company.
Resource Development and Engagement Training:
  • Develop and distribute resources, such as position papers and policy toolkits, to support engagement in key states.
  • Provide training and guidance to internal teams on effective policymaker engagement strategies.
  • Assist in planning and executing state government affairs events, meetings, and advocacy campaigns.
Requirements
  • Bachelor's degree from an accredited institution in political science, public policy, communications, law, or a related field required. Advanced degree preferred.
  • 5 years of experience in state government affairs, policy advocacy, political communications, or a related role.
  • Deep understanding of state legislative and regulatory processes and their intersection with federal policy.
  • Strong ability to develop and execute public affairs and communications strategies that engage policymakers and stakeholders.
  • Proven track record of building bipartisan relationships with legislators, government agencies, and industry partners.
  • Exceptional written and verbal communication skills, with experience drafting policy documents, talking points, and public statements.
  • Ability to analyze and translate complex policy issues into clear, persuasive messaging.
  • Experience managing lobbyists, consultants, and advocacy coalitions.
  • Ability to travel as needed to engage with policymakers and stakeholders.
  • Experience working in state government, a legislative office, or a regulated industry highly preferred.
  • Background in healthcare, animal health, pharmaceuticals, or related sectors highly preferred.
  • Familiarity with digital advocacy tools and government relations software highly preferred.
Eligibility Requirements:
  • Must be legally authorized to work in the United States without restriction.
  • Must be willing to take a drug test and post-offer physical (if required).
  • Must be 18 years of age or older.
