- Ensure contractor compliance with approved Quality Control Plans, including participation in the three-phase inspection process.
- Conduct site inspections, witness system tests, and support commissioning of critical systems (HVAC, electrical, fire/life safety, etc.).
- Verify materials for compliance, condition, and approval for payment.
- Manage field documentation including daily reports, quality records, and progress photos.
- Support closeout activities, including review of as-builts, warranties, and O&M manuals.
- Review and support safety planning documents (Accident Hazard Analyses, Accident Prevention Plans).
- Observe and document critical lifts, ensuring compliance with NAVFAC P-307 crane safety requirements.
- Perform periodic safety assessments, ensure postings are in place, and support mishap investigations.
- Coordinate permits, utility outages, and site access in support of ongoing construction activities.
- Review submittals, RFIs, baseline schedules, and provide technical input to the project team.
- Assist with punch list development, acceptance inspections, and commissioning.
- Provide support to the Contracting Officer and Construction Manager with invoice reviews, contract modifications, and related documentation.
- Communicate field issues and risks proactively to the Government Construction Manager.
- Clearance:
- Active Secret Security Clearance required.
- Experience:
- 5+ years as a Quality Control Manager on NAVFAC or USACE projects, OR 10+ years of trade foreman experience (concrete, mechanical, electrical, masonry, or carpentry) on commercial, industrial, or military projects (residential experience does not qualify).
- Certification:
- Certificate of completion for Construction Quality Management (CQM) for Contractors from NAVFAC/USACE, or ability to complete within 60 days of hire.
- Valid OSHA 30-Hour Construction Safety card, or ability to obtain within 30 days of hire.
- Ability to pass an open-book exam on the EM 385-1-1 Safety and Health Requirements Manual within 15 days of onboarding.
- Preferred Qualifications
- Experience working with NAVFAC/USACE clients and federal acquisition processes.
- Knowledge of construction scheduling, safety enforcement, and quality control.
- Proficiency with reporting/project systems (RMS/QCS, ieFacman, MS Project).
