Within this unit, the Foreign Labor Sub-Unit specializes in processing complex H-2A (temporary agricultural) and H-2B (non-agricultural) foreign labor certification requests in accordance with 20 CFR 655. The unit provides technical assistance to Career Center staff and ensures compliance with federal regulations while helping employers navigate the foreign labor certification process.A key responsibility of the unit is to conduct domestic labor market testing to ensure that the employment of foreign workers does not negatively impact the wages, working conditions, or job opportunities of U.S. workers. The unit also plays a critical role in educating employers, attorneys, and agents on foreign labor requirements and procedures.About the Position:We are seeking a dedicated and experienced Supervisor to lead the Foreign Labor Sub-Unit. This position is responsible for overseeing all operational aspects of the unit and supporting strategic planning efforts in coordination with Division leadership.Key Responsibilities:
  • Supervise staff involved in processing foreign labor certifications in accordance with 20 CFR 655.
  • Manage daily operations, staffing, and workload distribution, including leading and participating in on-site housing inspections, wage surveys and post-certification visits.
  • Oversee human resources functions, including performance management and staff development.
  • Develop, implement, and maintain policies and procedures for program operations.
  • Assist with budgeting, grant applications, and financial reporting.
  • Collaborate with the Program Director to ensure ongoing compliance, program effectiveness, and continuous improvement.
