- Provide legal counsel and advice to Department divisions on various issues and matters directly related to the Department’s programs, including providing assistance in developing policies, drafting and reviewing agreements, and reviewing and interpreting both federal and state laws and regulations.
- Provide legal support and counsel to the Office of Broadband within the Department.
- Review records and provide legal advice to the Department in response to public records requests.
- Draft, review, and negotiate contracts, including grant agreements, incentive agreements, and contracts for purchase of goods and services.
- Draft and review solicitation documents, including Invitations to Negotiate, Invitations to Bid, Requests for Proposal, and any ancillary documents associated with the solicitation.
- Provide legal counsel and advice to the Department generally with respect to provisions of state and federal laws and regulations.
- Assist with Department responses to audits and investigations by federal and state authorities, as needed or required.
- Provide litigation support for the Department, as needed or required.
- Attend public meetings and hearings, as needed or required.
- Make legal determinations as to whether rulemaking is required by the Florida Administrative Procedures Act and applicable case law and assist in developing, drafting and promulgating rules for all program areas of the Department when rulemaking is required; conduct public hearings and workshops on proposed rules; respond to Joint Administrative Procedures Committee staff on rules; and interpret and provide legal opinions on application of Department rules.
- Conduct legal research, including on federal and state laws, rules, regulations and guidance.
- Assist in drafting and reviewing proposed legislation and review bills passed into law for applicability, effect, and implementation, as needed or required.
- Perform other duties as assigned.
- Ability to communicate clearly and effectively in individual and group settings, both verbally and in writing.
- Working knowledge using Microsoft Office applications, including Word, Excel, and Outlook.

- Must be an active member of The Florida Bar in good standing and eligible to practice law.
- Two (2) years of professional experience in the practice of law, legal research and writing, judicial and legal clerk or internships, teaching law or in administrative judicial hearings.
