Learn more about our in our .Project Overview:Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).Brownsville, Texas is a city known for its diverse history, tradition, and rich culture. Brownsville embraces innovation, looks forward to the future and beyond!Job Summary:The ES&H Development Supervisor oversees the planning, delivery, and evaluation of technical, safety, and operational training programs to ensure a skilled, compliant, and high-performing ESH Team. This role supervises a team of craft professionals and works closely with project leadership to align training initiatives with operational priorities. The Development Supervisor is accountable not only for the smooth execution of ESH training programs but also for measuring their effectiveness, driving continuous improvement, and ensuring that the development of the craft professionals assigned to the various ESH programs contributes directly to project performance and safety outcomes.The ES&H Development Supervisor under the supervision of the ES&H Manager or his designee, and with the requirements stated in the Craft Based Leadership Plan and the Project Craft Safety Representative Program, will identify the HSSE training and development needs for the Craft Based Leadership (CBL) team and the Craft Safety Representatives (CSR) on the Rio Grande LNG Project. Training is linked directly to leadership growth, and thus HSSE program success. Training programs will engage Bechtel personnel and subcontractors. Additionally, the results of risk assessment, and data obtained on HSSE leading and lagging indicators (e.g., inspections and incidents, respectively), shall be used to adjust and target training by subject, location, task, and specific personnel. Thus, the training program and its emphasis must be aligned with risk assessment and the HSSE data collected.
#LI-VB1Major Responsibilities:
  • Supervise, coach, and support the CBL and CSR teams to ensure leadership growth, and thus HSSE program success
  • Plan, schedule, and coordinate all training activities for the CBL and CSR teams, including onboarding, and refresher programs, while minimizing disruption to operations.
  • Oversee the development, standardization, and continuous improvement of training materials, presentations, and processes for the CBL and CSR teams.
  • Establish and monitor training metrics (completion rates, qualification levels, skill proficiency, performance outcomes) to evaluate effectiveness and drive improvements for the CBL and CSR teams.
  • Analyze incident trends and corrective actions to identify training needs and prevent recurrence of non-conformances.
  • Ensure accurate training documentation, reporting, and recordkeeping to demonstrate compliance with company and client expectations.
  • Foster a culture of learning, accountability, and safety across the project.
Education and Experience Requirements:
  • Degree or Graduate Diploma in Safety and Health or Hazard Management or related field preferred; equivalent relevant experience considered.
  • 5+ years of experience in training or workforce development.
  • Experience in development, presentation, and assessment of HSSE education and training plans/packages on large construction projects required.
  • Strong knowledge of technical, safety, and operational training methods, standards, and compliance requirements.
  • Skilled in analyzing metrics and using data to drive decision-making and improvements.
  • Experience and qualification/certification in regard to Train the Trainer preferred.
  • Excellent verbal, writing and presentation skills.
  • Ability to work unsupervised.
  • Ability to manage multiple priorities and operate in a fast-paced environment.
Additional Information:Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).Required Knowledge and Skills:
  • Advanced knowledge of a field of environmental and/or safety engineering, process safety, health, or related discipline.
  • Knowledge of ESH sciences/engineering systems, principles, and methodologies.
  • Knowledge of engineering and construction systems, methods and work processes.
  • Knowledge of construction environmental issues, e.g., hazardous materials, waste management, erosion and sediment control.
  • Knowledge of technical vocabularies and terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.
  • Knowledge of Bechtel’s organizational structure, functions, and administrative procedures.
  • Broad knowledge of engineering and construction systems, methods and work processes including, construction planning, estimating, procedures, and execution
  • Extensive experience in implementing and managing ES&H training programs
  • Experience in program and process improvement development and program implementation across multiple business lines, projects, countries and regions.
  • Experience in managing and/or providing technical oversight of ESH contractors/subcontractors or consultants during construction.
  • Experience in leading and managing all aspects of ES&H on projects or facilities.
  • Excellent written and oral communication skills
