An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.Job DescriptionWe have an immediate opening for a Nuclear Scientist/Engineer, who will act as a point of contact for the Region 7 Radiological Assistance Program (RAP) to coordinate the RAP regional technical and scientific interests full-time for LLNL's nuclear emergency preparedness and response activities within the Global Security (GS) Principal Directorate.RAP's mission is to provide the nation with an agile, scalable, and rapidly deployable federal first response capability in support of radiological/nuclear crisis operations and consequence management events.This position is considered a Nuclear Emergency Support Team (NEST) First Responder and must maintain training, qualification, and other requirements for deployment. The position requires travel, sometimes often, to domestic and international locations, some in potentially austere environments. The position may include supporting a 24-hour/7-day watch bill rotation.In this role, you will
Manage and support the RAP Program in various capacities to include equipment, training and outreach.
Maintain expert level knowledge of all RAP specialized detection equipment and procedures to include state of the art gamma detectors and high-performance germanium isotopic discriminators.
Conduct inventory, preventative maintenance, repair, troubleshooting and calibration to maintain operational readiness of equipment, communications, and vehicles.
Develop procedures, operating guides, and checklists for RAP equipment and operations.
Provide solutions to highly technical and often complex issues in preventative radiological/nuclear detection.
Evaluate, procure and integrate new equipment to enhance and streamline RAP operations.
Identify critical gaps in existing capabilities and generate novel applications and techniques to more efficiently and effectively detect and characterize illicit radiological/nuclear materials. Provide input for critical regional plans, budget estimates and programmatic schedules to Federal NNSA leadership.
Provide training for new and existing RAP team members on RAP equipment, software and operational procedures.
Assist with the planning, coordination and control of drills and exercises.
Serve as the primary technical contact for programmatic coordination with federal, state and local partners; prepare and deliver presentations, perform demonstrations, and lead hands-on training of state-of-the-art radiological detection equipment for partner agencies at the federal, state and local level while serving as on advisory committees, both internally and externally.
Coordinate and collaborate with counterparts of the other DOE RAP regions across the nation to ensure a standard for technical excellence, concepts of operation, and best practices. Participate in regular conference calls, group meetings and external working groups.
Maintain qualification and readiness as a RAP responder.
Other tasks assigned by the Regional Operations Manager (ROM).
Perform other duties as assigned
Qualifications
This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
Bachelor's degree in Physics, Nuclear Engineering, Chemistry, Health Physics, or a related field or equivalent combination of education and related experience.
Advanced knowledge of radiation detection principles including equipment capabilities, detection limits and deployment considerations.
Significant experience with the operation, maintenance and troubleshooting of radiation detection equipment.
Experience developing and delivering training to multidisciplinary audiences.
Knowledge of the current RAP program, staff, partners, and customers.
Ability to effectively communicate and collaborate with team members, partner agencies and members of the public.
Advanced verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical or operational information and provide advice to management, regulators, reviewers, and stakeholders.
Direct experience with NNSA nuclear emergency preparedness and response capabilities.
Relevant technical experience supporting nuclear emergency preparedness and response.
Ability to obtain and maintain qualified RAP responder Personnel Qualifications Standards (PQS) certification.
Qualifications We Desire
Master's degree in Health Physics, Nuclear Engineering, Nuclear Science or a related field or equivalent combination of education and related experience.
Operational health physics or radiological control experience.
Knowledge of gamma spectroscopy methods and nuclear measurement methods.
Current or prior RAP team membership.
