Description:The Assistant Program Manager (APM) works in direct support of the Test Capability Development (TCD) Program Manager (PM) and Deputy Program Manager (DPM). Under the direction of the PM and DPM, this individual will be responsible for coordinating with key stakeholders and collecting program execution data, aggregation/integration, quality/technical review, and report/briefing development in support of all non-budgetary TCD program execution requirements. Particular focus will be on the development of performance metrics and measures of effectiveness in the development of performance-based fee documentation for submission to the Contracting Officer and Contracting Officer’s representative.The APM will coordinate across relevant functions and the Task Order Floor Supervisors within the company including financial execution, Human Resources, business development, and others to assist the PM and DPM in contract execution. This individual will serve as the principal internal staff coordinator and action officer for all assigned annual contract performance deliverables and ad hoc taskers.
Developing comprehensive knowledge and expertise with respect to the TCD IV Task Order (TO) and all associated activities
Establishing and maintaining professional working relationships with identified SRC business operations personnel including Program Administrators, Human Resource Representatives, Business Development Team Members, and corresponding supporting financial analysts in order to facilitate smooth coordination and flow of timely and accurate program level information
Developing, maintaining and revising meeting minutes for all PM and DPM meetings with the Contracting Officer (KO) or Contracting Officer’s Representative (COR)
Drafting and revising as required for the PM’s approval, monthly status reports and related briefings reporting to the Technical Point of Contact (TPOC), KO and COR the relevant activities of the TCD IV TO less the financial data
At the direction of the PM and DPM, maintaining and keeping current, as required, relevant contract deliverables such as the Program Management Plan, Quality Management Plan, OPSEC Plan, Transition-Out Plan, Government Furnished Property Listing, and the Mission-Essential Contractor Services Plan
At the direction of the PM, collect performance data and draft submissions for the award fee determination plan
Developing briefings and other material to support the PM’s interaction with the GSA’s representatives and SRC’s leadership
Executing other duties as assigned by the PM and DPM
#LI-HK1 Requirements:
5+ years of directly relevant government program or project administration experience
Familiarity and understanding of Department of Defense or Government Services Administration (GSA) program execution process
Experience supporting performance-based fee contract documentation with GSA or other DoD contracting entity
Familiarity and understanding of the Department of Defense programmatic structure
Familiarity with Office of the Secretary of Defense (OSD), Research and Engineering (R&E), and Acquisition (AQ) communities
Experience preparing System Engineering and Technical Assistance program governance documents
Strong analytic, administrative, communication, computer, and organizational skills
Strong communication skills, both written and oral
Team oriented
Self-motivated; proactive
Strong analytical skills/attention to detail
OSD or National Capital Region work experience
Proficient in Microsoft Office applications
