A Human Resources Specialist V performs as senior worker or staff specialist in one of the major functional areas of a human resources management program; regularly carries out the most difficult and complex assignments pertinent thereto; and performs other related duties as required.Current Vacancy Information:
There is one (1) vacancy with the Department of Human Resources, Labor Relations & Training Division, Personnel Development & Training Branch, located in Honolulu. Under the supervision of the Branch Chief, this position independently plans, coordinates, and participates in City-wide personnel development and training activities/projects as a primary function of the job.Duties and responsibilities include, but are not limited to the following:
  • Participates in the planning, development, and coordination of long-range training plans and effective programs through various means, including, but not limited to, outreach surveys and questionnaires;
  • Reviews and evaluates current programs, projects, training and development activities being administered and identifies and recommends activities and priorities needed to meet the professional development and training needs of the City;
  • Plans, develops, and conducts a variety of employee, supervisor, and management development programs, as assigned.
  • Works with departmental training specialists in developing, coordinating, and conducting training programs and in-training methods and techniques.
  • Coordinates the full scope of the City's Po'okela Fellows Internship Program, serving as a program coordinator: pre-program launch activities including but not limited to planning, marketing, outreach and recruitment; student onboarding; maintain partnerships with local universities and community colleges; collaborate with City departments to develop mentorship opportunities; identify and plan student learning activities each semester; oversee and monitor students' participation, progress and compensation in the program; conduct post program assessments, revisions, updates and meet program deliverables.
  • Assists with the planning, coordination, and implementation of the City-wide apprenticeship program.
  • Assists City agencies, managers, and employees on services and facilities related to training.

EXPERIENCE REQUIREMENT:
Three years of progressively responsible professional (post-bachelor's degree, non-clerical) human resources management work experience in personnel development and training, one year of which shall have been representative of work at the Human Resources Specialist (HRS) IV level.Such experience at the HRS IV level must have included independently performing the full range and variety of assignments in the area of personnel development and training, to include the development of immediate and long-range training plans and programs to identify and meet the training needs of managers and employees; planning, developing and conducting training plans and programs to meet those needs; and evaluating such programs for effectiveness and improvement.NON-QUALIFYING EXPERIENCE:Most work experience in a supervisory or managerial position includes some responsibility for human resources functions. However, if the primary responsibility of the position is not concerned with professional human resources management work in personnel development and training, then such experience is not considered qualifying.Clerical or technical experience in a personnel program involving work which is limited to the application of personnel rules, regulations, and procedures in support of the personnel functions described above is also not considered qualifying.Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
LICENSE REQUIREMENT:
