OSC will provide excellent customer service while achieving those goals. The State Controller is the State's Chief Fiscal Officer. The Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through accounting, disbursing, payroll, internal control, eCommerce and financial reporting systems. The basis for the Controller's authority is statutory.Description of Work:This position reports to the Best Shared Services HRIS Supervisor. The Overpayments/Claims Team within the Payroll Section is responsible for Identifying agency overpayments made to state employees. This team is responsible for clearing overpayment claims and processing claim repayments for each monthly and bi-weekly payroll cycle. This responsibility requires Federal and State taxation expertise to accurately balance and report the employees' W2 & W2c and employer's quarterly 941 and 941x tax reports to the IRS and SSA. The position uses expert level knowledge of the Federal and State taxation, payroll operations, pre-tax and post-tax payroll deductions, accounting principles, IRS tax laws, OM/PA, Benefits, and Time Administration SAP System modules to determine root cause of overpayment, clear claims, transfer overpayment liability to the Agency and process claim repayments accurately and efficiently to avoid tax issues and mitigate tax liability risk.Knowledge, Skills and Abilities / Competencies
  • Considerable knowledge of payroll tax, payroll accounting, and retirement principles and practices
  • Considerable knowledge of HR - OM/PA actions, and Time Administration actions to analyze actions and determine how they impact overpayments
  • Working knowledge of payroll overpayment claims and processing claim repayments as part of a payroll cycle
  • Extensive experience with Federal and State payroll taxation, including the ability to accurately balance and report employee wages and corrections
  • Expert-level knowledge of payroll operations, tax laws, accounting principles, and pre-tax and post-tax deductions, with a demonstrated ability to resolve complex tax-related payroll issues and mitigate risk related to tax liability
  • Proven experience using SAP HR modules, specifically Organizational Management (OM), Personnel Administration (PA), Time Administration, and Payroll, to investigate, analyze, and resolve payroll overpayments and claims
  • Strong understanding of retirement systems and payroll accounting practices, including the ability to analyze HR and timekeeping transactions to determine their impact on overpayments and tax reporting
  • Demonstrated ability to identify root causes of payroll discrepancies, coordinate claim repayment processes, and transfer overpayment liability to agencies accurately and efficiently.
  • Skilled in communicating complex payroll and tax concepts to both state agency staff and individual employees, including overpayment causes and resolution processes
