Richmond Behavioral Health has an exciting new opportunity for a Licensed Program Manager II to lead our Community Response Team. The selected individual will perform clinical services and complex administrative work planning, organizing and supervising the daily operation of the Community Response Team (CRT), To ensure programs meet client needs within regulatory requirements, monitoring contracts, monitoring program budgets, preparing and maintaining files and records, preparing reports, and related work as apparent or assigned. The CRT consists of a partnership between the Richmond Police Department (RPD) and the Richmond Behavioral Health Authority (RBHA). The CRT in accordance with the Marcus Alert legislation, supports an overall effort to expand specialized law enforcement and behavioral health strategies tailored to meet the needs of people with mental health challenges in the Richmond community. The CRT aims to reduce law enforcement involvement in crisis calls where public safety is not at risk, to improve information sharing and coordination across systems and service providers; and to reduce overall costs relating to people with mental or behavioral health concerns, including the use of emergency services. Clinicians work in close partnership with the Richmond Police Department, responding to calls involving people who may be experiencing a behavioral health crisis. Clinicians are trained to assist people in crisis and provide the most effective services for resolution. Clinicians and officers collaborate to provide treatment in a format that resolves the current crisis. The CRT also helps identify community resources, alternative treatment options, and long-term community supports in any area identified by the individual. Work is performed under the general direction of the assigned Director. Supervision is exercised over subordinate CRT personnel.
Position RequirementsEssential FunctionsProvides clinical services and administrative supervision of staff; assists with the recruitment and selection of program staff; assigns, directs, trains and inspects the work of personnel; disciplines, coaches, counsels and evaluates staff performance; recommends suspensions, termination, promotion and demotion; develops staff schedules, monitors and approves leave, prepares and submits time sheets for payroll.Monitors staff compliance with contracts, grants, and Authority policies and procedures; monitors and evaluates program operations, processes and activities for quality and licensure compliance.Participates in the development of overall program curriculum ensuring compliance with Federal, State and local regulatory guidelines; assists with development of policies, procedures and program protocol/guidelines.Assists in the development of revenue generating activities; develops and monitors program budget and expenditures; makes budget adjustments as required; prepares and reviews invoices and reimbursement requests.Prepares and submits reports; monitors and reports outcome measures related to grant funded projects; maintains contracts and MOA’s with community partners.Collaborates with treatment teams to ensure individual service plans are tailored to meet the needs of each client, that they are appropriately implemented by staff and that they utilize appropriate community partners; assists with crisis intervention and prevention activities.Oversees the maintenance of program facilities, equipment and vehicles; orders and maintains program supplies.Identifies and coordinates training of staff and support needs of community partners.Monitors clinical and medical records, practices and the collection of data for compliance with regulatory, reimbursement and agency standards; reviews documentation for accuracy.Serves as a liaison to community partners; establishes and maintains community partnerships; assists with educating the community and service providers on program services.Serves on a variety of committees; coordinates and plans meetings.Attends various clinical trainings and in-services.Participates in regional and State meetings regarding development and status of programs.Provides consultations and training as requiredKnowledge, Skills and AbilitiesComprehensive knowledge of services, benefits and programs available for clients and ability to assess and restructure delivery of same to meet client needs; thorough knowledge of principles of behavior management training, crisis intervention and prevention; comprehensive knowledge of State and local licensure requirements, Medicaid regulations, confidentiality and consumer rights; ability to interpret and apply regulations; ability to maintain detailed records; ability to plan and supervise the work of subordinates; ability to communicate ideas effectively both orally and in writing; ability to establish effective working relationships with associates, subordinates, medical professionals, community partners, clients and the general public. thorough knowledge of law enforcement entities and public safety answering points, CIT programs, and Community Services Boards; thorough knowledge of evidence-based practices in behavioral health, racial equity, or reform/change processes; comprehensive knowledge of State and local licensure requirements, ability to communicate ideas effectively both orally and in writing; experience with data-driven decision making; experience creating, administering, and interpreting surveys using online tools; ability to establish effective working relationships with associates, subordinates, medical professionals, law enforcement, community partners, clients and the general publicEducation and ExperienceMaster’s degree required with coursework in social work, psychology, counseling, or related field and considerable experience supervising staff in a behavioral health setting,Special RequirementsLicensed Clinical Social Worker, Licensed Professional Counselor, Licensed Substance Abuse Treatment Professional or Licensed Clinical Psychologist.Two years supervisory experience preferred.Licensed and pre-screener certified preferred.Experience with Co Response or direct work with law enforcement preferred to posting.Valid driver's license in the Commonwealth of Virginia

Starting Salary Range starting @ $86,225.00 (6.25% differential included)
