This position is responsible for overseeing and providing direction to project teams, setting project goals and timelines, ensuring the delivery of results, monitoring progress, and managing activities of the projects. This position will be focused on clinical- EPIC electronic health records and patient platforms related projects as part of the ICS Project Management Office (PMO). The Project Manager effectively applies skills and knowledge of the principles, methods, and techniques of project management and organizational change management. They have effective oral and written communication and presentation skills, including the ability to articulate concepts to staff, partners, and stakeholders. This position uses analytical and problem solving skills to facilitate and monitor project progress, including the ability to manage multiple activities and competing priorities.*This is a LDA (Limited Duration Assignment) position that typically lasts for 2 years but may end early*As a Health Center Project Manager you will be responsible for:Project Planning and InitiationOrganizes, facilitates, and participates in meetings of stakeholder groups to identify needs and build consensus and collaboration. Participate in departmental and divisional quality improvement efforts to support the project functions.Defines project scope, milestones, level of involvement, staffing, training, and resources needed. Clarifies achievable deliverables, and identifies resources.Defines a clear and achievable timeline. Prepares project budget, staffing plans, and required staff resources. Develops robust sustainability plans in partnership with operations and leadership teams.Develop project plans, timelines, charters, Gantt charts, communication plans, and other project management materials as needed. Set project goals and monitor progress and quality.Project Execution and MonitoringDevelops and monitors adherence to project plan, schedule and budget.Identifies problems, barriers and mitigation strategies. Identifies training needs related to project, coordinates and conducts training. Documents processes, procedures and business requirements.Documents and reports financial, budgetary, or operational progress with program leadership, Health Center Executive Leadership and partners.As needed, represents ICS in meetings, hearings, committees and other venues connected to project status.Project CommunicationIn all stages of the project, monitors and regularly communicates project status to ICS senior leadership, project sponsors, and other key stakeholders to ensure progress towards completion within agreed upon scope, resources, and timelines.Uses ADKAR change management principals to assure alignment and shared understanding of project goals and expectations.Uses PMO tools and templates for communication and adheres to standards project communication schedules, as directed by PMO leadership.Diversity and Inclusion: At Multnomah County, we don't just accept difference; we value it and support it to create a culture of dignity and respect for our employees. All non-traditional education, training and experience will be evaluated.Education/Training: Equivalent to a bachelor's degree; ANDExperience: Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position (Equivalency 7-10 years of qualifying training and/or experience).Skills Needed:Three (3) to five (5) years’ work experience as a Project Manager, or in a similar role.Ability to apply sound learning principles, agile methods and the learning systems.Hands-on experience leading complex change in FQHC, healthcare, or similar clinical services setting.Proficiency in Microsoft Office and Google.Experience with Epic and MychartPreferred Qualification:Project Management professional certification (IHI, PMI, or from a similar organization)*Transferable skills: Your transferable skills are any skills you have gained through education, work experience (including the military) or life experience that are relevant for this position.
