Vice President, Regulatory and Licensing

• Define, develop, and execute the regulatory strategy, including regulatory engagement plans, regulator pre-application engagement, licensing application development, activities and design certification, regulatory review coordination, and stakeholder engagement on licensing and regulatory matters as the lead department for the organization.
• Oversee the execution of regulatory activities (coordination of data and content toward certifications, permits, approvals, and licenses associated with reactor projects) to ensure milestones are met as agreed with project stakeholders and regulatory authorities. The authorities include, but are not limited to, the U.S. Nuclear Regulatory Commission, the Canadian Nuclear Safety Commission, and the UK Office of Nuclear Regulation.
• Oversee activities across the department’s teams (e.g., Licensing, Siting/Environmental) and broader licensing, engineering, analysis, and quality teams (disciplines and functions) to develop the content necessary to achieve successful applications; facilitate their subsequent internal and external reviews.
• Ensure documentation developed by regulatory authorities (i.e., Safety Evaluation Reports, Environmental Impact Statements) are accurate, adequate, consistent, and appropriately represent an objective assessment of X-energy’s reactor technologies and safety design approaches. Support X-energy nuclear projects in ensuring compliance in the licensing documentation submitted to regulators.

• Consult project teams on existing regulatory precedents and monitor the state of the regulatory environment for potential impacts and/or influence on current/future X-energy projects. Think and explore creative solutions for regulatory review processes.
• Interface directly with the regulators’ leadership in overseeing the execution of regulatory engagement plans, negotiating review schedules, and managing regulatory audits and RAIs (Requests for Additional Information).
• Approve regulatory responses and submissions in accordance with the regulatory guidelines.
• Oversee the development and management of budgets and schedule/resource planning for nuclear-related licensing activities.
• Actively supports the safety culture and ensures integration of quality into licensing/regulatory processes by complying with the requirements of the Quality Assurance Program and X-energy’s management systems.
• Participate in industry-led and regulator-led general regulatory activities.
• Perform other duties as necessary.

• A minimum of a bachelor’s degree in Engineering, Engineering Technology or Science is required. Advanced degree preferred.
• 15 plus years of related experience in regulatory affairs, engineering, construction, operation, quality assurance or maintenance with at least 10 years in the nuclear field (6 years of related experience with advanced degree). Applicable Navy nuclear experience equally acceptable.
• Comprehensive knowledge and experience of 10 CFR 50, 10 CFR 21, NQA-1.
• Comprehensive knowledge of NUREG-0800 (NRC Standard Review Plan for LWRs).
• Experience with material performance characterization, mechanical and control systems design processes, mission/quality assurance methods.
• Experience leading licensing/regulatory affairs teams in achieving regulatory outcomes (i.e., safety evaluations, design approval/certification, license issuance) including experience managing interactions with the Advisory Commitment on Reactor Safeguards (ACRS). Representative experience gained through engineering or project management may be substituted as equivalent.
• Experience with siting and environmental reviews (Environmental Impact Statement (EIS) or Environmental Assessment (EA)) for nuclear projects at NRC or DOE regulated sites.
• Knowledge of NRC licensing protocols/procedures/processes with special emphasis on approaches to satisfy 10 CFR Part 50 and 52 requirements and guidance for new reactors.
• Knowledge of NRC licensing processes for transportation and storage to satisfy 10 CFR Part 71 and 72 requirements.
• Experience working under a quality assurance program such as NQA-1, DOE Order 414.1D, ISO-9001, etc.
• Overall, Job Knowledge and Performance: In-depth understanding of nuclear engineering concepts, principles, and theories.
• Management: Demonstrated ability to manage others and coordinate across multiple disciplines to provide design solutions in a timely manner.
• Regulatory Affairs: Demonstrated understanding and implementation of Nuclear Regulatory Commission (NRC), Canadian Nuclear Safety Commission (CNSC) regulatory processes, the Office for Nuclear Regulation (UK) or other jurisdictional agencies and authorities.
