Meade/Annapolis Junction joint cyber operations work program is dedicated to developing innovative solutions for our sponsors to defend the nation and project power in and through cyberspace. Applicants need to understand military cyber operations, have a vision for how to revolutionize those missions, have the passion to tackle hard problems, are adept collaborators, and have a desire to elevate MITRE’s reputation for technical quality and innovation.Roles & Responsibilities:The PLs in our work program focus on sponsor decision-making, situational awareness, operational concepts, and mission engineering. MITRE expertise advances sponsor operational effectiveness and development of new capabilities and integration of technology innovations. The PLs guide sponsor creation and establishment of new concepts, capabilities, and policies.We are seeking a Project Lead (PL) who can lead a team of experts to assist USCYBERCOM in designing and delivering the DOD’s cyber warfighting platform. Included is the establishment of a PEO to attain Acquisition Decision Authority to evolve and adapt an agile acquisition model to effectively modernize and manage the programs that deliver the required capabilities. This will include close work with operational forces to understand their mission and identify ways to leverage technology and non-material solutions to optimize mission outcomes.As PL, you will oversee and guide a team producing deliverables, prototypes, technical and programmatic strategies, support work shaping activities, and work directly with the sponsor to address near and long-term priorities. You will also contribute directly to these and other MITRE products. Additionally, you will collaborate with peer project leaders as well as the Department Manager and Department Chief Engineer to identify opportunities to expand the cyber operations workspace and to leverage other work within and outside the portfolio that may have impact on USCYBERCOM mission space.This work is primarily in the Annapolis Junction and Fort Meade, MD area. You will meet regularly with sponsors in sponsor space. We are seeking highly qualified candidates with active TS/SCI with polygraph clearances, or who have already received equivalent sponsor Conditional Certification of Access.Job Responsibilities:
  • Interact with sponsor to develop and refine outcomes, scope, and schedule
  • Achieve project outcomes while adhering to scope, schedule, and budget
  • Engage regularly with key sponsors, department leadership, and project area task teams
  • Oversee/execute work on the project, consistent with MITRE technical quality processes
  • Support the department leadership team by identifying opportunities and shaping the work program
  • Develop/nurture sponsor relationships and seeking opportunities to leverage internal MITRE resources (i.e., MITRE platforms, IR&D, labs)
  • Provide guidance to the Project’s Task Leads and team members to ensure all assigned staff have clear expectations and goals aligned to impactful sponsor outcomes
  • Provide technical and other insights and regular coaching/mentoring to assigned staff in establishing and accomplishing their objectives
  • Ensure quality staffing for each task on the project; effectively leverage MITRE staff locally and across the corporation to apply technical and operational expertise
  • Serve as a point of contact for respective Group Leads to address performance and career accomplishments, questions, or recommendations
  • Foster a collaborative and inclusive environment by establishing a “norm” of leveraging relevant expertise, prior work, and reach-back support from across the MITRE backplane
  • Support and encourage the Project’s Task Leads to build, grow, and lead a cohesive, distributed, and high-performing MITRE team
Basic Qualifications:
  • Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.
  • Self-starter with strong leadership and networking skills to reach back proactively into MITRE to identify and facilitate collaborative relationships in support of the program
  • An active TS/SCI with polygraph, or equivalent sponsor Conditional Certification of Access, is REQUIRED for execution of this position
  • Hybrid onsite Fort Meade presence required with the ability to work on site in a Secure Compartmented Information Facility (SCIF) at MITRE’s Fort Meade site and to attend regular engagements at the sponsor’s site, located on Fort Meade.
  • This position requires a minimum of 4 days a week on-site.
Preferred Qualifications:
  • BA/BS in Computer Science, Cybersecurity, Systems Engineering, or a related Information Technology or Engineering field
  • MS in Computer Science, Cybersecurity, Systems Engineering, or a related Information Technology or Engineering field
  • Deep knowledge in one or more of the following areas: cyber operations, command and control, or cyberspace planning and strategy
  • Demonstrated experience with project leadership, collaboration, work shaping, staff planning and selection, recruiting, mentoring, budgeting, and reporting
  • Experience working with military and government cyber operations or commercial red/blue teams centers
  • Experience with Agile Acquisitions and DEVSECOPS
