Performs a variety of clerical duties in the maintenance of real estate and/or ownership records, maintains and updates maps based on changes of legal records. Assists the public with property information on the telephone or over the counter.ESSENTIAL JOB FUNCTIONS: (The following are illustrative of essential functions to perform duties and responsibilities of the job. The position may not be required to perform all duties listed, and may be required to perform additional tasks as needed by the Department.)
- Transfers all property according to recorded deed or instrument.
- Tracks and sends out TD1000’s, agricultural land questionnaires, and vacant land questionnaires.
- Responsible for processing property splits/combinations
- Responsible for defining new subdivision boundaries.
- Maintains files in a numeric system for subdivisions/splits and mapping updates with corresponding mapping numbers.
- Coordinates all mapping updates (online GIS and in-house maps) with appropriate vendor(s).
- Contacts relevant parties of discrepancies in legal description or variances in recorded names, assures TD-1000 accompanies all transfers, and asses a penalty for all transfers without a TD-1000.
- Maintains a list of all land developers and sends out annual questionnaires.
- Interacts with the citizens of Alamosa County, establishes a good working rapport and provides information to citizens.
- Answers phone and assists the public at the front counter.
- Keeps a complete inventory of office furniture and personal property located in the Alamosa County Assessor’s Office.
- Performs other duties as assigned by supervisor
- Knowledge of standard office procedures and practices
- Knowledge of statutes and title standards concerning real estate
- Knowledge of the principles and terminology related to real property transfers
- Familiar with concepts of basic algebra and geometry
- Bilingual (Spanish) preferred, but not required
- Effective communication skills to present information in one-on-one and small group situations to customers, clients and other employees of the organization
- Intermediate level computer skills to learn and operate software specific to Assessors Office
- Advanced Microsoft Office skills primarily Excel and Word
- Data entry skill with minimal errors to input and retrieve data to transfer property ownership and help establish boundaries for property value
- Perform mathematical computations to complete basic addition, subtraction, multiplication and division problems associated with assigned duties.
- Ability to understand and follow oral and written instructions
- Ability to analyze and prepare documents, reports and correspondence
- Ability to communicate with other county employees and the general public
- Ability to deal with problems involving several concrete variables in standardized situations
- Ability to interpret deeds, legal descriptions, maps and plats
- High School Diploma or General Education Degree (GED)
- Minimum of one-year experience related to real estate transfers and/or title research.
- Associate’s Degree or equivalent from two-year accredited college or technical school relative to the work performed preferred
