- Perform contract compliance oversight to identify and investigate noncompliance with contract terms.
- Conduct routine and unannounced inspections of emissions testing facilities to evaluate testing procedures, operational efficiency, equipment functionality, and customer interactions.
- Ensure regulatory compliance by monitoring Contractor adherence to relevant laws, regulations, licensing requirements, and organizational policies.
- Recommend and assist in the development of corrective action plans when issues arise and monitor resolution of deficiencies or disputes.
- Generate regular reports on Contractor performance, compliance status, and risk issues.
- Analyze vehicle emissions data to identify trends, anomalies, and compliance issues.
- Develops and maintains automated reports, ad hoc reports, and dashboards on testing volume, pass/fail rates, facility performance, and equipment issues.
- Monitor Contractor performance metrics and provide data to support contract oversight and enforcement.
- Collaborate with program staff to enhance data collection processes and data integrity.
- Prepare clear and concise reports, charts and presentations for internal and external partners.
- Participate in the evaluation of software updates and revisions to emissions testing systems, ensuring compliance with operational guidelines.
- Conduct operational testing and qualitative analyses to confirm that emissions testing software meets desired outcomes and adheres to regulatory standards.
- Collaborate with internal teams and external partners to ensure all reporting and data management requirements are met.
Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.Residency Requirement:This posting is only open to residents of the State of Colorado at the time of submitting your application.MINIMUM QUALIFICATIONS:
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:Six (6) years of experience in contract monitoring or air pollution control experience related to mobile sources.
OREducation and Experience:A combination of related education and/or relevant experience in automotive engineering, natural physical sciences, environmental sciences, industrial sciences or a closely related field and two years of experience of professional air pollution control experience related to mobile sources equal to six (6) yearsPREFERRED QUALIFICATIONSIn addition to the minimum requirements, the successful candidate in this position will have the following experience:
- Graduate degree in environmental sciences, industrial science, engineering or automotive technology.
- Knowledge and experience developing and performing quality control and quality assurance procedures.
- Previous vehicle emissions testing experience, including On-Board Diagnostics (OBD) systems.
- Ability to effectively communicate both orally and in writing with a wide range of audiences.
- Attention to detail.
- Data analysis and reporting skills.
- Ability to work independently in a field environment.
- Experience involving contract monitoring, compliance review, or program oversight.
- A pre-employment background check will be conducted as part of the selection process.
- TRAVEL: 2-3 times a week visiting emissions testing facilities to ensure compliance with the contract.
