- Develop, initiate, maintain, and revise policies and procedures for the general operation of contract compliance and quality assurance and its related activities as they relate to the Programs and Services departments.
- Assist with tracking public funding opportunities, maintenance of relationships with funding agencies and assuring that compliance requirements are met.
- Maintain contract compliance standards to meet County, State and Federal guidelines.
- Identify potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future.
- Assist with the implementation of comprehensive external communication programs to support program goals and to position the Center for future partnerships.
- Conduct internal audits of systems, files, case track inputs, documentation, and procedures as related to contractual obligations and the Department of Juvenile and Youth Services Policies.
- Develop and implement a contract compliance and quality assurance plan, specific to community contracts and contractors.
- Assist with contract and program enhancement and development.
- Manage and maintain the Program Department contract compliance standards, as well as contract files.
- Conduct quality assurance review sessions with each program on a quarterly basis to ensure goals and objectives are being met.
- Perform risk control through a continuous process of identification, analyzation, and treatment of factors that would affect contracts, programs and/or the organization; mitigate adverse effects.
- Ensure that proposals and grant submissions are timely and meet deadlines.
- Assist and monitor community collaborations and partnerships with subcontractors, funders, and external agencies.
- Maintain calendar of submission deadlines to guide the scheduling of grants and contracts.
- Produce various periodic reports, graphs, and charts.
- Perform other duties as assigned by the Director of Juvenile and Youth Services.
- Bachelor's degree required, Master's Degree desired.
- Minimum of seven (7) years' experience with social service program development, contract compliance and direct client services, which includes experience in the delivery of social services to Juvenile Justice Involved Youth and experience in management of multiple projects and priorities.
