Quality Engineering Services Manager
Washington DC Metro Area (Highly Preferred) / RemoteMarathon TS is seeking a Quality Engineering Services Manager to ov ersee the testing & evaluation (T&E) platform, specifically on quality assurance and resource matrixing.This person should drive work independently, accurately prioritize responsibilities, and develop informed recommendations. This role will work closely with other contracted members of the leadership team and subcontracted resources. As the needs of the contract change, this role will also evolve.Quality assurance
  • Develop and implement SOPs for testers (e.g., test script writing)
  • Monitor and ensure adherence to standards (e.g., script pass rate)
  • Test doc QA
  • DRWG process
  • Defect adjudication facilitation and resolution confirmation
  • EOD defect report & metrics
Resource matrixing enablement
  • Prioritize cross-training / access
  • Develop and implement cross-training plan
  • Ensure test scripts are usable across programs
General oversightJOB RESPONSIBILITIES:Quality assurance
Develop and implement SOPs for testers (e.g., test script writing)
  • Develop standard operating procedures (e.g., test script writing, defect management, etc.)
  • Ensure entire testing function is aware of and able to meet quality engineering standards
  • Where standards do not exist or existing standards are insufficient, develop and communicate new standards to team and ensure adherence to standard Monitor and ensure adherence to standards (e.g., script pass rate)
  • Ensure that all testing and quality assurance activities are conducted in accordance with regulatory and industry standards
  • Collaborate with development teams to ensure that quality and reliability requirements are understood and integrated into development processes
Test doc QA
  • Ensure that documents for which we have explicit SOPs meet SOP standards
  • Where documents do not meet standards, work with individuals to ensure an understanding of the standard and an ability to implement
DRWG process
  • Lead defect review working group to track and facilitate solutions to defects identified through the testing process
Defect adjudication facilitation and resolution confirmation
  • Ensure defects are identified, tracked, and resolved
  • Ensure that this process is transparent and easily tracked for both the internal team and for the client
  • Provide and execute on a vision for how the process could be improved
EOD defect report & metrics
  • Ensure end of day defect report is accurate and sent to client
  • Where there are defects, be prepared to provide insght into the details of the defects and the steps being taken to resolve them
  • Monitor QE services delivery metrics, investigate service failures, review service improvement ideas, recommend new metrics and outcomes to drive service improvement
Resource matrixing enablement
Prioritize cross-training / access
  • Identify areas where we lack testing capacity with clear rationale for what we're lacking
Develop and implement cross-training plan
  • Develop approach (to the individual) of how we will cross-train the team
  • Implement the training and track progress to ensure an ability to meet long-term testing demand
Ensure test scripts are usable across programs
  • Ensure scripts are written to enable any tester to perform the testing
  • Develop clear criteria for implementation of the "usability” standard – what scripts should be able to be used by everyone (e.g., number of times test expected to be run, amount of additional effort to needed to make "globally usable,” etc.)
General oversight
  • Manage relevant vendor- and contractor-supported tasks
  • Support the team in defining cross-program and program-specific quality needs and issues
  • Participate in meetings with program leadership, its programs, and the VA to ensure QE practices are leveraged as part of the joint test activities
  • Participate in Leadership quality tool evaluations
  • Support definition of Project T&E strategic priorities and align T&E operations to impact and outcome-based delivery
Perform-specific projects and/or other duties as assigned or required.BASIC JOB REQUIREMENTS
  • Undergraduate degree in Computer Science, Computer Engineering, Information Technology, or related field
  • 5+ years professional experience in SDLC
  • 2+ years experience leading QE services
  • Excel and IBM Jazz skills
  • Familiarity with XML, HL7, SQL, FHR, and JIRA
  • Experience in Public Sector and Healthcare is a plus
  • US Citizen or person located within the US and legally authorized to work in the US

  • Ability to multi-task and contribute to many projects in various stages of development across multiple programs
  • Excellent executive-level verbal and written communication skills; capable of tailoring messages in a clear, concise, unambiguous, engaging, and convincing manner
