
Water Program Manager

- Maintain compliance for water quality (wastewater and stormwater) programs and manage data in the Water Enterprise Tracking (WET) module of APIMS.
- Update all plans (Stormwater Management Plan "SWMP") and permit (EPA MS4, EPA MSGP, CO Wastewater Discharge, etc.) required actions.
- Prepare and submit all annual, periodic, and permit-driven (EPA MS4, MSGP, wastewater, etc.) reports in accordance with federal, state, DoD, DAF, local requirements, environmental laws, and permit regulations.
- Prepare water quality reports by obtaining and maintaining access to electronic reporting systems (CDPHE State of Colorado Electronic Environmental Reporting System "STEERS", EPA Central Data Exchange "EPA CDX", Biosolids, etc.)
- Create/maintain all water quality related plans (Storm Water Management Plan, etc.) in the approved AFCEC template and manage in Environmental Management Plans (T-EMP) system.
- Perform annual review of water quality plans, report findings to the appropriate AFCEC ISS Media Manager and capture findings in applicable tools.
- Coordinate, support and assist in managing all applicable federal, state, local, DAF requirements and environmental laws pertaining to the Safe Drinking Water Act (SDWA) for Public Water Systems.
- Conduct SAM services (sampling, analysis, and monitoring including inspections) for domestic and wastewater outfalls as required by the National Pollutant Discharge Elimination System, the CWA, and equivalent state and local entities. Upload NPDES sampling results, monitoring, and inspections into the DAF
- Water Enterprise Tracking (WET) system in coordination with the installation.
- Train installation personnel on stormwater and water quality program best practices.
- Prepare reports and plans
- Ensure effective and accurate record keeping.
- Provide compliance inspection or audit support.
- Management of the contaminated rag exchange/rag laundering.
- Collect project-related data which may include research and field visits.
- Perform complex assignments and exercise independent judgment when dealing with issues.
- Work independently on projects and assist more-senior staff on larger efforts.
- Perform other related duties as needed.
- Prior Air Force Civil Engineering Squadron experience preferred to include experience with CWA, Storm Water •Permitting, BMPs, and MSGP/MS4 permits
- Ability to work in person and on site at United States Air Force Academy
- Ability to pass a background check
- Due to client contract requirements, US Citizenship - US Naturalized citizen is required
- This position is subject to a governmental background check
- Bachelor's degree in Environmental Science or closely related field
- 5 years technical and/or field experience preparing environmental documents
- Proficient with MS Office (Word, Excel)
- Strong environmental writing and communication skills
- Strong conceptual, organizational, problem-solving and research abilities
- Ability to work independently and as part of a team
