Position will serve as a Project Engineer in the Division 7 Project Development Unit and will assist Division staff by providing project management and engineering support needed to effectively manage project development efforts through coordination with Division Staff, Technical Units, and internal/external partners. This position will manage all aspects of each assigned project from inception to completion including: project feasibility, planning, public involvement, project design, right-of way acquisition, environmental issues, budget and project letting. This position will ensure timely development and delivery within scope, schedule, and budget for each assigned project. This position will communicate verbally and in writing with public officials, consultants, environmental agencies, public and department staff. This position will provide status reports of projects and funding sources to the Project Development Team Lead, Division Project Development Engineer, and the Division Engineer on a regular basis.Knowledge, Skills and Abilities / CompetenciesManagement prefers applicants with the following:
  • Experience working with private engineering firms for review and approval of design plans
  • Knowledge of NCDOT programming, planning, scheduling and funding procedures
  • Experience making recommendations and decisions for simple or complex projects
  • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision
  • Experience assimilating large amounts of data to properly plan, prioritize, track progress and monitor various projects and programs within the NCDOT
Additional Expectations:Additional skills necessary to adequately perform the required assignments include technical writing, public speaking with both technical and nontechnical individuals and groups, clear and timely written and verbal communication skills with internal and external customers such as local governments, private consulting firms, and the public. In addition, proficiency in or the ability to become proficient in the Department's SAP Financial Management and STaRS Project Management Systems is necessary.
