GENERAL DESCRIPTION:The Wyoming Department of Transportation is seeking someone to manage the entire operation of the license plate plant. This unique job is only available at the Department of Transportation. This position will be responsible for leading all the efforts necessary in the training, development, and certification of shop employees in the production of Wyoming License plates. This position works closely with contract employees with intellectual disabilities. This position is responsible for setting and controlling a budget and supervising a small number of shop employees and a group of contract employees with intellectual disabilities.This position offers This Position Offers:

- Oversees the personnel and operations of the Wyoming Department of Transportation License Plate Manufacturing facility.
- Hires and trains staff.
- Assigns work and evaluates staff performance.
- Monitors and tracks projects to assure quality production and conformance to client specifications and technical standards.
- Establishes unit goals, priorities, policies, procedures, and standards.
- Coordinates unit activities within the plant and other operations.
- Conduct employee appraisals, give guidance and counsel to employees so that they can meet their goals.
- Performs as a first-line supervisor responsible for the performance of subordinates.
- Promotes efficiency in operation.
- Ensures that license plate production volumes are sufficient to meet the needs of the State of Wyoming and that plate quality meets the expectations of the County Treasurers.
- Manages and monitors operations to meet short and long-term goals.
- Implements changes to improve workflow.
- Ensures effective public relations with vendors, office personnel, and County Treasurers.
- Responsible for equipment maintenance and repair.
- Responsible for computer graphic design. Consults with clients to determine design and cost.
- Prepares and manages the program budget.
- Responsible for all purchases of equipment, supplies, and services.
- Reviews invoices and submits purchase contract release forms to financial services for distribution of funds.
- Analyzes quality, price, and source of supply, delivery date, shipping charges and product cost.
- Ability to lift up to 40 pounds.
- Knowledge of computer graphic design techniques and materials, design, and desktop publishing software.
- Knowledge of standard practices, materials, techniques, and processes used in the pressroom.
- Knowledge of occupational hazards and necessary safety precautions.
- Knowledge of the design of equipment to avoid maintenance and operational problems.
- Knowledge of Wyoming law to ensure compliance with laws and regulations.
- Knowledge of graphic design and development capabilities of media using current computer hardware and software, and inventory control.
- Knowledge of OSHA regulations and requirements.
- Knowledge of Wyoming rules, regulations, and statutes.
- May be required to lift materials to 50-75 pounds.
