- Lead and manage a team of Procurement professionals at various experience levels that are geographically dispersed to meet and/or exceed business requirements, goals, and objectives
- Lead all strategic and tactical Supply Chain activities within assigned area of responsibility
- Perform analysis and implement the “right-size” team to support business and strategic direction
- Develop and implement category / commodity strategies across a range of products and services
- Provide Subject Matter Expertise relative to the overarching Procurement Process
- Monitor financial and cost performance, understanding Supply Chain's impact to business objectives
- Coordinate activities to develop supply chain and material / commodity strategies across a broad spectrum of materials, equipment, supplies, and services, supporting current and future business infrastructure needs
- Develop and maintain professional and dependable relationships with internal customers and suppliers
- Partner with the CMS Procurement Compliance team to develop, implement, and improve procedures and practices in accordance with US Government and internal regulations and requirements
- Safeguard the CMS Purchasing Business System and obtain understanding of relationship to other Defense business systems
- Responsible for continuous improvements (Root Cause and Corrective Action) including change management to optimize the performance of the internal team and external supply base
- Attain cost reduction objectives for within spend categories
- Ensure quick resolution of issues by leveraging and integrating the capabilities of the entire organization
- Participate in and contribute to leadership reviews, technical meetings, and audits
- Prepare, monitor, and present key performance metrics and briefings
- Bachelor's Degree and 10+ years of work experience
- Experience in Procurement Management and Supplier Management
- Experience in Indirect Procurement
- Experience in People Management/Leadership
- Knowledge of the solicitation process and bid analysis

- Excellent verbal and written communication
- Proficient with Microsoft Office Suite (Microsoft Excel, Word, and Outlook)
- Minimium 5 years of Indirect Procurement Experience
- Experience in a large, fast paced, geographically dispersed operational environment
- Experience in Department of Defense (DoD) Contracting environments
- Knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR)
- Knowledge of International Traffic in Arms Regulation (ITAR) and Export Administration Regulation (EAR)
- Knowledge of Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) requirements
- Proficiency in Oracle ERP System or similar
- Ability to resolve contractual and performance issues with suppliers
- Strong interpersonal skills with the ability to effectively collaborate cross-functionally
- Ability to lead, motivate, train, mentor, and develop a diverse team
- Ability to find win-win solutions with a “make it happen” attitude
- Ability to lead continuous improvement and organizational change management initiatives
