The incumbent is assigned to carry out the processing of applications submitted for permits pursuant to Chapter 161, F.S., for construction seaward of the coastal construction control of line requiring more complex engineering reviews that often pertain to large multi-family developments, other commercial upland development, beach erosion control and coastal armoring, restoration projects and coastal structures.Plans and conduct engineering reviews of consultations and applications for permits for construction seaward of the coastal construction control line and permits for coastal construction. Reviews and analyzes engineering plans and specifications for property development prepared by registered professionals and makes recommendations in accordance with accepted engineering principles and with the agency rules, regulations, and policy.Assist staff engineers when needed by reviewing plans for large multi-family developments and coastal armoring to ensure compliance with the agency’s rules, regulations, and policies. Provides technical assistance to other sections of the program and Department on coastal and civil engineering issues.The position works with a field staff member assigned to the same geographic area and provides assistance to and coordinates with the other sections and program areas of Office of Resilience and Coastal Protection (ORCP) in pursuit of the overall mission to preserve, restore and protect the beaches and coastal Systems of Florida. Conducts on-stie inspections to determine stie conditions relative to proposed development(s) and inspect post-storm damages to the beach-dune system and structures.Ensures appropriate follow-up on permit compliance issues. Assist the agency and local governments in the implementation of contingency plans for handling shoreline emergencies and assist local government officials in implementing emergency measures for shoreline protection.Represents the section and agency at meetings with applicants; with local, state, and federal representatives; and with the public in general.The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Directive 971 and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required. This position may be placed on-call to remain available to perform essential duties.Performs other duties as assigned.Required Knowledge/Skills/Abilities:
  • Knowledge of civil engineering practices.
  • Skills in writing and oral communication, applying basic civil engineering concepts and using engineering plans and current computer software.
  • Ability to read construction plans and documents and topographic surveys, interpret applicable rules and design codes.
  • Ability to work independently; work well with the public and co-workers; and perform assigned duties in a timely manner.
  • Ability to conduct field inspections.
  • Ability to participate in aerial flights and observations.
Minimum Qualifications:
  • At least four years of verifiable related experience in engineering, environmental science or natural sciences. Post-secondary degrees from an accredited college or university may be used as an alternative for the required four years of experience on a year-for-year basis.

Pay:$53,917.08 - $64,585.20Our Organization and Mission:The Office of Resilience and Coastal Protection (ORCP) is seeking to fill a full-time Engineering Specialist IV position. This position is assigned to assist in coordinating the processing of applications submitted for permits pursuant to Chapter 161, F.S., for construction in the coastal area of the state. The position provides assistance to and coordinates with the other sections and program areas of the Division in pursuit of the overall mission to preserve, restore and protect the beaches and coastal systems of Florida. The position works under the supervision of a licensed engineer and is assigned to review applications that involve impacts to native dune vegetation and topographic alteration and impacts to coastal processes from vegetation removal or alteration. Provides review and consultation to the environmental and engineering staff on applications submitted for coastal construction control line permits.
