- Driver qualification status required for this position. Driver license and satisfactory drive record for previous three years required.
- Candidate must pass comprehensive MWVCAA and ODHS background screenings prior to employment.
- Knowledge of federal, state and local grant and budgeting requirements and procedures.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to work some evenings, weekends, early morning hours.
- Ability to effectively present information to senior management, staff and public groups.
- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
- Possess intermediate to advanced computer skills. Proficient in Microsoft Word, Excel and Outlook, database software, online tools, and video conference platforms.
- Implements program guidelines, policies and procedures designed to promote stable housing across Marion and Polk County.
- Oversees and strengthens department workflows designed to improve client service outcomes.
- Supervision of Shelter Program Managers.
- Mentors and oversees the Community Resource Program by staff hiring, evaluation, training for new employees, daily oversight, monitoring/coaching, and ongoing training and professional development.
- Assists in coordinating and maintaining compliance for all grants (Federal, State, local, and Foundational.)
- Researches evidence-based practices and initiates partnerships to continue to increase assistance services.
- Oversees data compliance and data quality, analyzes data, and provides training and support to employees utilizing the database.
- Implements and promotes the agency's mission, assisting vulnerable populations to address intense needs, barriers, and risk factors in order to make positive life changes and gain stability.
- Conducts programmatic evaluation and data analysis; tracks outcomes.
- Promotes and markets all programs that comprise the Community Resource Program.
- Establishes and maintains positive community partnerships for continued development of programs.
- Participates in collaborative planning efforts that are responsive to community needs.
- Coordinates and facilitates community meetings.
- Specific vision abilities required by this job include close vision and ability to adjust focus.

- Requires the ability to analyze, focus and manage pressures of deadlines, public speaking, media attention, and changing circumstances; may require working at a rapid pace to carry out tasks.
- Occasionally lift up to 25 pounds. Requires frequent personal mobility between offices and sites. Frequent local travel and occasional distance travel as needed.
- Manual dexterity for computer and office equipment, and the capacity to quickly learn new technologies.
- Occasional urgent situations requiring law enforcement involvement and/or paramedic professionals.
- Close quarters, often with a client population experiencing homelessness, substance use disorders, and/or severe and persistent mental illness, and/or unpredictable behavior.
- Occasional exposure to bodily fluids and malodorous air.
- Maintains calm dispositions and regulates emotions when clients, staff, or others may become escalated.
- Regulates emotions and handles pressure of frequent demands for attention, time and work tasks.
