Duties Description Perform all aspects of acquiring real estate for conservation purposes including landowner outreach, site visits, writing property condition reports, researching titles, internal application process, procuring and reviewing consultant appraisals, inspecting comparable sales, writing appraisal review reports, coordinating funding, title review and clearance, and contract drafting. Will work with surveyor to locate and mark State land boundaries. Will protect against trespass by providing relevant deeds and maps and providing expert opinions. Will organize and maintain permanent real estate records. Will be required to lift and carry equipment while performing fieldwork.Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:Minimum qualifications:Real Estate Specialist Trainee 1: A bachelor's or higher-level degree.Real Estate Specialist Trainee 2: A bachelor's or higher-level degree AND either1. One year of professional real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; OR2. A New York State General Real Estate Appraisal License; OR3. A New York State Land Surveyor Licensure.Real Estate Specialist 1: A bachelor's or higher-level degree AND either:1. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND one year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; OR2. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND A New York State General Real Estate Appraiser License; OR3. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND A New York State Land Surveyor Licensure; OR4. One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; AND A Certified Commercial Investment Member designation; OR5. One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations AND A New York State Residential Real Estate Appraisal License; OR6. A Certified Commercial Investment Member designation; AND a New York State General Real Estate Appraisal License; OR7. A Certified Commercial Investment Member designation; AND a New York State Land Surveyor Licensure; OR8. A New York State Residential Real Estate Appraisal License; AND a New York State General Real Estate Appraisal License; OR9. A New York State Residential Real Estate Appraisal License; AND a New York State Land Surveyor Licensure.Candidates may also be appointed via the following:Reassignment - Currently in the title and an employee of DEC
OrReinstatement - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer section on a permanent competitive basis.
OrTransfer - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.
Or55-b/55-c Appointment - Must meet the minimum qualifications above and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Travel may be required.
Overnight travel may be required.
Must be able to lift and move objects up to 30 pounds.
