Security ClearanceSecretRegular/TemporaryRegularPosition DescriptionAs a Senior Intelligence Analyst at the fusion center, you will be responsible for providing comprehensive strategic and tactical analytic support to public safety agencies in Southern California, with a focus on addressing threats within the Anaheim/Santa Ana Urban Area. Your key duties will include applying analytical tradecraft to gather and assess information from law enforcement and open-source resources, producing actionable intelligence for the fusion center and its partners, and conducting strategic briefings for federal, state, and local partners to keep them informed on current threats and potential risks.Key Responsibilities:
  • Database access: The Senior Intelligence Analyst shall access various government and non-government databases, sources, and software through unclassified and classified platforms to gather relevant information.
  • Multi-environment work: Analysts must be prepared to work in an office environment and occasionally leave the office for briefings, presentations, trainings, meetings, or providing analytical assistance to partner agencies.
  • Training and outreach: Analysts shall support the training and outreach unit in coordinating fusion center-related training and outreach events.
  • Threat identification: The individual must identify potential threats by reviewing open-source, law enforcement, and classified information, and analyze their impact on the fusion center area.
  • Analytical product development: Analysts must develop and provide analytical products for partner agencies in the urban area, including threat assessments, trends analysis, information bulletins, special event assessments, and tactical information.
  • Compliance with laws and regulations: The Senior Intelligence Analyst must ensure compliance with relevant laws, regulations, and professional standards identified by the fusion center.
  • Emergency response: Analysts shall be available after-hours and be willing to respond to the fusion center during emergencies when required.
  • Fusion center mission support: The individual must support the fusion center's counterterrorism, crime prevention, and all-hazard all-crimes mission in an information sharing environment (ISE) setting.
  • Relationship building: Analysts shall form, maintain, and foster relationships with local, state, federal, and private sector partners to ensure the success of the fusion center.
  • Analytical tool usage: The Senior Intelligence Analyst must use analytic tools to create charts, maps, timelines, and link diagrams to demonstrate analytical findings.
  • Research and analysis: Analysts shall conduct research and analysis on assigned topics related to national and local security items using various sources, including open-source information and classified systems.
  • Additional duties: Within the general intent of this job description, and in support of accomplishing the fusion center mission, analysts shall perform other duties as assigned by the fusion center.
Additional Responsibilities
  • Employees must adhere to U.S. Federal, State, and Local statutes and regulations due to the sensitive nature of the work. Ongoing eligibility for a U.S. Government clearance and compliance with the Valiant drug screening program is essential. Note that possession, use, or sale/distribution of cannabis or cannabis-based products is disqualifying.
  • This position requires local travel for assessments, briefings, and meetings, with occasional multi-day travel for training and conferences. Be prepared for frequent local/regional day meetings and events.
  • Must possess a valid U.S. driver's license and be willing to travel throughout the U.S. as needed (generally less than 15% of the time).
Work Environment:
  • Flexible work schedule: Analysts will work a 4/10 schedule, with flexibility in start times, and must be willing to adjust their schedule as needed. Some after-hours availability and willingness to respond to the fusion center during an emergency are expected.
Pay Rate:
The pay range for this position is $100,000 - $110,000 annually. However, Valiant considers several factors, including but not limited to, market data, business considerations, internal equity, the role and responsibilities of the position, a candidate’s work experience, education, and training, when extending an offer.Benefits: This position includes a competitive benefits package.   • Training compliance: The individual must agree to comply with training standards and policies associated with the fusion center.
  • Fusion center liaison: Senior Intelligence Analysts shall liaise with state, local, federal partners, and private sector entities in a classified environment as needed.
  • Open-source analysis: The individual must have experience in real-time open-source analysis and be familiar with various tools and techniques.
  • Interpersonal skills: Candidates must possess excellent interpersonal skills for effective collaboration with internal and external partners.
  • Information prioritization: Analysts must have experience assisting in prioritizing, categorizing, and responding to requests for information.
  • All-source intelligence analysis: The individual must have experience conducting all-source intelligence analysis relating to complex public safety and national security topics.
  • Briefing skills: Candidates shall be adept at conducting briefings for diverse customers at various levels.
  • Database research: Analysts must have experience conducting exhaustive database searches, extracting information, and analyzing the resulting data.
  • Multi-discipline analysis: The individual must have experience conducting multi-discipline analyses of complex, network-centric target sets.
  • Subject matter expertise: Analysts must demonstrate experience in developing subject matter expertise on assigned public safety and security topics.
  • Intelligence gap identification: The individual shall have experience identifying intelligence gaps and submitting requirements to fill those gaps.
  • Presentation skills: Candidates must have experience making presentations to technical and non-technical audiences regarding information and products deriving from fusion centers.
Required Qualifications:
  • Security clearance eligibility: Analysts must be eligible to receive a U.S. Government SECRET clearance, up to a TOP Secret clearance level once employed, and maintain it throughout the course of employment. Clearances will be sponsored by the contracting agency.
  • Background check requirement: Must be able to pass an Orange County Sheriff’s Department (OCSD) background check, including a polygraph examination, before commencing employment or performing services at the fusion center.
  • Training and certification: Must agree to comply with training standards and policies associated with the fusion center, and obtain a Basic Intelligence Training Analysis Course (BITAC), Foundations of Intelligence Analysis Training (FIAT), or Critical Thinking and Analytic Methods (CTAM) program certificate or equivalent certification within the first six months of hire as required by federal grant guidelines.
  • Privacy considerations: Individual shall understand privacy considerations, including 28CFR and privacy/civil liberties civil rights (P/CLCR).
Education & Experience:
  • A minimum of three years of intelligence analysis experience is required, along with either a Bachelor's degree in a relevant field or substantial relevant work experience that can serve as a substitute for the degree.
  • Analytical product experience: The individual must possess a minimum of 5 years of experience in producing analytical products related to domestic and international terrorism, and their potential impact on the Area of Responsibility (AoR).
