  • Provides advice and counseling to managers and employees of IGB pertaining to: available benefits pertaining to health, life, dental, flexible spending plans for dependent care and medical expenses, extension of benefits provisions, State Retirement System benefits; Deferred Compensation, employee voluntary payroll authorizations, and all other benefits offered to state employees; intepret rules, regulations, and policies regarding benefit programs; conducts and coordinates the annual Benefits Choice Period; drafts correspondence and disseminates information.
  • Serves as timekeeper for IGB.
  • Conducts special projects, including researching rules and past practices, and preparing reports and documentation.
  • Responds to telephone or personal injuries from employees regarding benefits that are available.
  • Attends group insurance meetings to keep updated on any changes that are occurring to the State Group Insurance Program.
  • Participates in new employee orientation training to answer questions on the completion of HR documents and to collect the documents for processing.
  • Prepares, maintains, and stores a variety of benefit and timekeeping records and files.
  • Performs other duties as required or assigned, which ar reasonably within the scope of the duties enumerated above.
Minimum QualificationsRequires knowledge, skill, and mental development equivalent to completion of four (4) years of college ANDOne (1) year of professional human resource experience, preferably encompassing benefits functions, or satisfactory completion of an approved training program.Conditions of EmploymentPass Illinois Gaming Board’s background investigation (background check). * Requires the ability to travel.Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest, other than a passive interest in a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. The conditions of employment listed here are incorporated and related to any of the job duties as listed in the job description.Preferred Qualifications1. Prefers one (1) year experience working with the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, departmental policies and procedures.
2. Prefers one (1) year experience working with a high volume of confidential information.
3. Prefers one (1) year experience articulating human resources administration information in descriptive terms to others not versed in the personnel system.
4. Prefers two (2) years working experience with Microsoft Word, Excel, Access, and PowerPoint.
5. Prefers two (2) years experience working with EDP timekeeping and systems. For example - CTAS, E-time, or similar electronic tracking systems.
6. Prefers two (2) years working experience of framing of correspondence and reports with grammatical correctness.Work Hours: 8:30 AM - 5:00 PM, Monday - Friday
