Job OverviewEngineering technician VI (SCA) will support NIWC contract operations by supporting telecommunications system installation efforts through comprehensive site surveys, inspections, material and equipment management, installation activities, testing, and documentation in accordance with contract requirements. This individual will ensure compliance with installation design plans (IDPs), Shore Installation Procedures Handbook (SIPH), and other applicable directives, while coordinating closely with government representatives and site personnel.
ResponsibilitiesEssential Duties & Job Functions:
  • Conduct thorough installation site surveys and inspections to assess infrastructure and telecommunications spaces in support of the development and execution of Installation Design Plans (IDP). Evaluate building and telecommunications site conditions against program and local premises’ requirements, document compliance or deficiencies accurately.
  • Prepare and submit messages in compliance with SIPH guidelines to generate an In-Brief document prior to production start. Attend and actively participate in all required briefings including In-Brief, daily and weekly site meetings, and Out-Brief.
  • Track and confirm receipt of all production materials and equipment with site Points of Contact (POCs) to ensure delivery aligns with production schedules. Maintain comprehensive inventory records and promptly notify the On-Site Government Representative (OSGR) of any missing or damaged items.
  • Coordinate and physically transport materials, equipment, and personnel between work locations as required to ensure smooth workflow and adherence to timelines.
  • Adhere rigorously to all safety policies, procedures, and regulations in accordance with the SIPH and other applicable laws. Develop and maintain Safety Plans and documentation (CDRL A01D).
  • Remove and reinstall interference items as necessary to facilitate installation activities. Perform de-installation, construction, installation, configuration, and integration tasks in strict accordance with IDPs, A&E Construction Drawings.
  • Manage material handling, transfer, and disposal operations following SIPH protocols. Transfer custody of Government Furnished Material (GFM) using DD-1149 forms with accurate and complete equipment nomenclature, model and serial numbers for all items removed or installed.
Accountable for:
  • Preparation and completion of Installation Completion Reports (ICR) in accordance with Shore Installation Process Handbook (SIPH), ensuring all signatures and configuration documentation, including Software Configuration Files and Firmware Configuration Files are included and accurate.
  • Coordinate and support Site Operational Verification Testing (SOVT) efforts with site and government personnel to avoid scheduling conflicts with site operations. Conduct system pre-checks to confirm correct operation before initiating SOVT and manage issue resolution prior to government testing.
  • Maintain close communication and coordination with government representatives and engineering teams to ensure timely and compliant project delivery.
Job RequirementsMandatory:
  • Minimum of 10 (ten) years’ experience in telecommunications systems installation, site surveying, or related technical support roles, preferably within defense or government contract environments.
  • Solid understanding of installation design plans, configuration management, government standards for telecommunications infrastructure, and site safety protocols.
  • Proven ability to manage material and equipment logistics, including inventory, tracking, transportation, and transfer documentation.
  • Experience in system testing support activities such as SOVT with demonstrated ability to conduct pre-checks and document outcomes clearly.
  • Strong organizational skills, attention to detail, and ability to effectively coordinate across multiple stakeholders including government representatives and site personnel.
  • Capable of working independently in a demanding operational environment while rigorously following contract, health, and safety requirements.
  • Up to 50% travel anticipated.
  • Active TS/SCI Level Clearance.
  • Must be able to successfully pass a pre-employment background check and pre-hire drug test.
Preferred:
  • Extensive knowledge of government and DoD travel policies.
  • AVIXA CTS Certification.
Working Conditions:
  • This is a full-time position in Support of the AV contract to modernize Command & Operations Centers Worldwide. The work will be performed in person daily at our Colorado Springs, CO office. Anticipated work for this travel will vary by the awarded contract location. Up to 50% travel anticipated.
  • Work Environment: Industrial environments, construction sites, elevated work areas accessed via scissor lifts, ladders, and scaffolding.
Physical Requirements:
  • Ability to climb ladders, scaffolding, and operate or work on scissor lifts safely.
  • Capable of lifting and carrying materials and tools up to 50 lbs regularly, with intermittent heavier lifts up to 75 lbs.
  • Ability to maintain balance and coordinate movements when working at heights or on uneven, unstable surfaces.
  • Able to stand, walk, bend, and kneel for extended periods during work shifts, often in challenging weather or site conditions.
  • Skilled use of hands and tools for performing tasks requiring precision and strength.
  • Constant vigilance in following safety protocols related to personal protective equipment (PPE), fall protection, and use of machinery.
  • Ability to clearly communicate verbally and understand instructions in noisy or dynamic environments.
