Ensures application of engineering principles and Department policies, statutes and regulations in determining permit conditions.Responsibilities:
Develop and maintain a thorough understanding of the State Primary Drinking Water and Standards for Wastewater Facility Construction Regulations.
Reviews plans and specifications for water and wastewater construction projects to ensure compliance with State Regulations.
Reviews plans and specifications for water and wastewater expedited review projects.
Process the engineering plans and specs submitted through the Department's Delegated Review Program (DRP) for water and wastewater projects.
Provide technical assistance to internal and external customers on construction permitting matters including the Regional Offices and Enforcement Staff.
Other duties as assigned by supervisor.
A bachelor's degree in engineering.The education must qualify the applicant to become registered as a Professional Engineer in South Carolina and must meet one of the education requirements outlined on the South Carolina Department of Labor, Licensing and Regulations website. If the applicant is utilizing the 'substantially equivalent education' pathway, the approval letter from LLR must be final at time of application.Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation. Applicants indicating college credit or degree(s) on the application are encouraged to upload an unofficial copy of the transcript as an attachment to the application. If selected for an interview, a copy of the college transcript will be required via email or at the time of the interview. Please note that some departments within the agency may require an official, certified copy of the transcript prior to hiring or within a specific timeframe required by that area, after hiring. Failure to produce an official, certified transcript may result in not being hired or termination.Additional Requirements:Basic knowledge of engineering theory, methods and practices.Ability to apply sound engineering principles to solve routine technical problems.Ability to perform basic mathematical/engineering calculations.Ability to communicate effectively.This position requires an individual who can take initiative to start and complete projects, pay attention to detail, work well with others, and be able to make sound recommendations for policy and procedures concerning the Water/Wastewater Construction Program.May require:o Daily travel throughout the state.o Occasional overnight travel.o Participation on the Environmental Response Team and is subject to on call or call back 24/7.
