
Sr. Project Manager (On-Site)

- Plan and oversee projects and initiatives that contain technological components and are aligned with organizational objectives
- Manage project execution to achieve on-time delivery and adherence to budget targets, proactively addressing scope changes and potential risks
- Define project scope, objectives, deliverables and success criteria in collaboration with team leaders, senior management and relevant stakeholders
- Develop comprehensive project plans, schedules and communication strategies, detailing milestones, critical path items, dependencies and resource requirements
- Coordinate cross-departmental resources to maintain and keep momentum going through strong stakeholder partnerships
- Monitor progress through status reports, weekly summaries, etc., and communicate updates, obstacles and corrective actions to all parties
- Draft, submit, and recommend revisions to project charters, statements of work, RFPs, budgets and/or proposals, ensuring financial and structural alignment with project goals
- Build and sustain business relationships with internal teams, external contractors, consultants and vendors to support project success
- Identify and resolve issues, conflicts and critical-path constraints by facilitating stakeholder discussions, driving consensus or reporting escalations when needed
- Utilize tools such as Microsoft Project, Planview PPM Pro, Confluence, JIRA (or equivalent) to schedule tasks, track deliverables and adjust timelines as needed
- Develop a variety of presentations for reporting work accomplishments, actual vs. budgeted time, obstacles, risks, requirements, progress, etc. in various formats, e.g., PowerPoint slides, Excel charts, pivot tables, spreadsheets, Visio, Adobe reports, Microsoft Word documents, etc.
- Identify and document project requirements, individually and in partnership with IT Business Systems Analysts
- Prepare senior leadership engagement reporting to identify upcoming project activities that may impact staff within their purview
- Conduct post-project reviews, after-action reports and document lessons learned and produce recommendations to improve future project performance
- Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
- Minimum of eight years of direct project management experience, covering full lifecycle process development, execution and close-out
- Expertise in current data center technologies and deployment of enterprise software applications and platforms
- Proven ability to work independently and collaboratively with internal teams, outsourced consultants, contractors and vendors
- Strong analytical and problem-solving skills, with a proven aptitude for adapting to shifting priorities, demands and timelines Proven responsiveness to project adjustments, maintaining efficiency and continuity throughout
- Excellent interpersonal skills, with a history of securing cooperation from senior leadership, clients, vendors and cross-functional departments
- Proficiency in prioritizing and executing tasks under high-pressure conditions to meet critical deadlines
- Capacity to interpret and adapt to diverse communication styles across technical, business and contractual stakeholders
- Proactive approach to identifying, mitigating and when necessary, escalating conflicts to preserve project integrity
- 8+ years proven experience as a project manager with several full lifecycle implementations.
- 5+ years technical knowledge of directing migration and/or installation of on-premise and cloud-based applications/systems.
- Public Transportation Industry or public-sector experience.
- Asset Management, Financial, HR or Payroll systems implementation or direct work experience
- Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
- PMP, SAFe or similar certification preferred.
