Senior Data and Policy Analyst

- Conducts complex data analysis and develops methodologies to assess existing programs/policies and formulate new policy proposals.
- Models policy options and distills data analysis into policy recommendations using a data driven approach.
- Conducts spatial analysis and tells a clear story through the presentation of data in maps and other data visualizations.
- Drafts memos on data analysis as requested by the Director, the Mayor's Office, HUD, and other clients.
- Advises the Deputy Director of PDR and MOH senior leadership on policy and program development.
- Performs data processing tasks to create and maintain key datasets used in data analysis projects and data requests.
- Responds to data requests.
- Authors and/or contributes to reports.
- Works both independently and collaboratively on assignments, creating work plans to advance projects.
- Performs special projects, initiatives, and other related duties as required by the position.
- Performs related work as required.
- Four (4) years experience in conducting research, preparing reports, and creating and managing data systems required. Appropriate educational substitutions may be made.
- Bachelor's degree in data analytics, research methods, statistics, urban planning, political science, or related field required. MA degree preferred.
- Strong analytical and critical thinking skills.
- Experience with research for policy development and/or evaluation.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to work independently and collaboratively in a fast-paced environment.
- Strong time-management and project-management skills to handle multiple tasks according to stated timelines.
- Ability to exercise good judgment and focus on detail as required by the job.
- Experience with Excel, Google Suite, GIS software (ESRI preferred), Business Intelligency Software (PowerBi preferred), and statistical software (e.g. Stata) required.
- Experience with a database language (e.g., SQL, R, Python), database management system experience (e.g. PostgreSQL, dbeaver, R Studio, etc), and Salesforce preferred.
- Familiarity with Boston neighborhoods, community development issues, and housing policy preferred.
