Lead, mentor, and support a team of Payroll Compliance Specialists
Establish department standards, workflows, and best practices for payroll compliance
Manage workload assignments, track team performance, and ensure deadlines are met
Provide training and technical guidance on CPR reviews, prevailing wage laws, and compliance procedures
Payroll Compliance & Documentation
Oversee the auditing of Certified Payroll Reports (CPRs) for accuracy in worker classifications, wages, benefits, deductions, and hours
Ensure contractor compliance with federal prevailing wage law, DBRA, and apprenticeship requirements
Review supporting documentation, including Fringe Benefit Statements, training fund contributions, registrations, and apprenticeship dispatches
Maintain accurate and complete labor compliance documentation for client audits and reporting
Audit Enforcement & Risk Management
Conduct compliance audits and investigations, including field interviews and on-site verifications
Identify, escalate, and resolve payroll compliance violations
Oversee corrective action communications and restitution processes with contractors and subcontractors
Prepare and deliver compliance reports and summaries for clients, including risk mitigation strategies
Client & Stakeholder Management
Educate contractors, subcontractors, and internal stakeholders on compliance obligations
Represent the company in compliance-related meetings, presentations, and audits
Partner with legal and executive leadership on complex compliance matters and enforcement issues
Systems & Reporting
Manage the use of compliance platforms, including Elation Systems, LCPtracker, and client portals
Oversee preparation and submission of XML files through compliance software
Track team productivity and maintain accurate project compliance logs
Stay current on prevailing wage law, DBRA updates, and industry best practices
BASIC QUALIFICATIONS:
Bachelor’s degree in Business, Accounting, Human Resources, or related field (or equivalent experience)
5+ years of progressive experience in labor compliance, payroll auditing, or public works compliance (with at least 2 years in a supervisory or management role)
Strong knowledge of federal prevailing wage law, the Davis-Bacon Act (DBRA), and apprenticeship requirements
Proven experience managing a team and leading compliance processes across multiple projects
Proficiency with labor compliance software (e.g., Elation Systems, LCPtracker, or similar platforms)
Advanced Microsoft Excel and Office Suite skills
Exceptional organizational, analytical, and documentation abilities
Strong written and verbal communication skills; able to clearly interpret and explain complex labor codes to diverse audiences
Must be authorized to work in the United States and available for full-time hours
Preferred Qualifications
Prior experience in construction, public infrastructure, or consulting environments
Familiarity with union compliance practices, wage restitution, and collective bargaining requirements
Experience managing compliance audits with DOL or similar agencies
