Job SummaryThis position works 37.5 hours per week.WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the Master Contract submitting applications between 03/14/24 and 3/21/24. First consideration will be given to applicants working in Community Services in a position covered by the 1553 Collective Bargaining Agreement (CBA); second consideration given to County-wide applicants in a position covered by the 1553 CBA; third consideration given to applicants covered by the Master Contract CBA; fourth consideration will be given to all other applicants.The position allocated to this class is responsible for planning, developing, contracting for and evaluating community programs, services and subcontractors in the Developmental Disabilities (DD) division of Community Services. Under the general direction of the DD Division Program Manager, incumbents may specialize in areas such as children and family services, adult services and transitioning youth services. Work is performed according to overall department goals and objectives, utilizing data gathered and analyzed personally or by others.Required supplemental application materials:

TOTAL COMPENSATION: $69,850 - $97,750 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.Examples of Duties
  • Participates in the development of long-range plans or specialized programs in the areas of the Developmental Disabilities (DD) Division.
  • Develops strategies to address changes in Federal, State or other applicable requirements.
  • Acts as communication liaison between state agencies, such as the Washington State Developmental Disabilities Administration (DDA) and Division of Vocational Rehabilitation (DVR), and subcontracted employment providers.
  • Provides support, technical assistance, and facilitation in the resolution of issues that arise between DDA, DVR, and subcontracted employment providers.
  • Provides support to families, service recipients, and community partners to navigate program eligibility processes.
  • Tracks service participants' authorized service hour allotment and provides timely and accurate notification of changes to DDA Case Managers, subcontracted employment providers, and others.
  • Collects and analyzes information relating to community services in terms of available resources, service usage, and problems and gaps in service delivery.
  • Develops and implements procurement procedures for the selection of contracted community agencies.
  • Provides technical assistance and training to contracted agencies.
  • Negotiates and develops contracts with community agencies.
  • Evaluates the performance of contracted community agencies and ensures compliance with contractual, statutory, and other applicable standards.
  • Develops guidelines and tools for program evaluation.
  • Establishes and maintains data collection methods and means for data analysis.
  • Prepares agency monitoring and performance reports for public distribution.
  • Facilitates coordination and alignment of CSD DD billing and data systems and Washington State DDA billing and data systems.
  • Monitors, reviews, and provides support to subcontracted employment providers in monthly billing activities.
  • Ensures participant referrals for services are current and accurate.
  • Develops, disseminates, and delivers training and training resources to contracted agencies and other community partners.
  • Serves as a planning resource to County and community programs and agencies.
  • Evaluates the services provided by subcontractor agencies and programs; prepares reports on the effectiveness of the services provided.
  • Assists agencies in the development of proposals and reviews and revises the request-for-proposal/qualification format. Provides technical assistance to subcontractor agencies on the development of new programs and modification of existing programs. Researches feasibility of social service plans.
  • May represent the division in local and state workgroups.
  • Attends, supports and participates in the Spokane County Developmental Disabilities Advisory Board on behalf of the DD Division.
  • May make presentations to both CSD groups and to external stakeholder groups.
  • Participates in the development of current community resource information for distribution.
Minimum Requirements
  • Bachelor's degree from an accredited college or university with a major in social work, sociology, psychology, or related field, and
  • Three (3) years of social service program experience in the Developmental Disabilities or related field which provides knowledge and experience in state and federal laws, rules, and regulations pertaining to developmental disabilities services and an understanding of overall system of developmental disabilities programs and research techniques.
  • An equivalent combination of relevant education and/or experience may be considered.
  • Possession of a valid driver's license at time of hire and throughout employment.
