This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. You will need to reapply for any future recruitment conducted for this job classification.Nature of Work: This position assists the Chief of the Traffic Engineering Design Division (TEDD), in the supervision, management, direction and administration of work. This position includes supervision of licensed professionals in-house, consultant engineers and non-licensed engineers who manage traffic control design and ITS projects and programs including but not limited to Tourist Area and Corridor Signing Program, Ag-Tourism Program, and lighting emitting diodes (LED) roadway lighting program, etc.This position oversees research and development of engineering standards that meet federal and state policy, and ensures that all elements are designed in accordance with current standards, guidelines, and policies, as mandated by the Manual on Uniform Traffic Control Devices (MUTCD), American Association of Highway and Transportation Officials (AASHTO), Institute of Transportation Engineers (ITE), Americans with Disabilities Act (ADA), National Electrical Manufacturer's Association (NEMA), National Electric Code (NEC), National Electric Safety Code (NESC), Code of Maryland Regulations (COMAR), and Maryland Vehicle Law. Evidence of license must be presented at the time of appointment.Experience: Two (2) years of experience managing engineering projects as a licensed, professional engineer.Selective Qualifications: One (1) year of the required experience must have involved managing traffic control device design and staff for engineering projects.*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).Preferred Qualification:The ideal candidate should possess the following:
  • Proficient in design and review of traffic control device plans and computations on major/complex and areawide projects
  • Experience in managing project/program scope, budget, and schedule for multiple programs, solving technical problems, and managing teams
  • Self-motivated with the ability to work independently
  • Expert knowledge of professional transportation engineering principle, federal/state traffic engineering regulation, policy, standard, and guidelines
  • Excellent internal/external customer service abilities and interpersonal skills
  • Good written and oral communication skills
